HDOT News Release: Turning Lane Restriction at the Kauai Veterans Memorial Highway and Kaana Street Intersection Begins On Monday, March 12

LIHUE – The Hawaii Department of Transportation (HDOT) advises Kauai motorists of a turning lane restriction at the intersection of Kauai Veterans Memorial Highway and Kaana Street in Lihue beginning on Monday, March 12, 2018, through Friday, March 23, 2018, 24-hours a day, for concrete pavement repair.

The left turns onto or from Kaana Street heading north on Kauai Veterans Memorial Highway will not be allowed during the lane restriction.

The through lanes at the Kauai Veterans Memorial Highway and Kaana Street intersection and the right-hand turn from Kaana Street onto the highway and makai of the highway will remain open to traffic.

Motorists are advised to use the Vidinha Stadium Access Road as an alternate route.

The speed limit through the construction zone will be reduced to 25 miles per hour from Rice Street to Ahukini Road for the safety of the workers and to allow the concrete to set properly. For a map of the closure please click here.

Motorists should expect traffic delays and drive with caution through the work zone area. Roadwork is weather permitting.

Changes to polling places in District Precincts 16-01 and 16-05

This letter is to inform you of changes to polling places in your district for the 2018 Elections. The polling places for District Precinct (DP) 16-01 and DP 16-05 are being relocated back to the facilities used prior to the 2016 Elections.

HISTORIC WAIMEA RIVER WATER SETTLEMENT CHRONICLED IN MINI DOCUMENTARY, OCTOBER 23, 2017

The mediated settlement to immediately restore continuous flows in West Kaua‘i's Waimea River, is the subject of a video mini-documentary produced by the Department of Land and Natural Resources. Ultimately, as the 13 minute documentary indicates, the settlement will mean water for agriculture, renewable energy projects, and residential and economic opportunities for Kaua‘i's west side.

LIHUE - The Hawaii Department of Transportation (HDOT) in partnership with the Federal Highway Administration, Central Federal Lands Highway Division (FHWA-CFLHD) will be holding a public meeting to discuss a project to replace three temporary bridges located on Kuhio Highway (Route 560) in Wainiha. Work is currently in the environmental compliance and preliminary engineering phase. This meeting is being held to support the National Environmental Policy Act and Section 106 of the National Historic Preservation Act as well as applicable Hawaii Revised Statutes. The meeting is scheduled at the following location and time.

STATE HOUSE APPROVES BILL FOR EMERGENCY FUNDING TO KAUAI HOSPITALS

The Hawaii House of Representatives has passed HB3 HD1, of the 2013 Second Special Sessoin, which will provide $7.3 million in emergency funding to sustain the operations of the Kauai regional health care system. Without this funding, Kauai's two hospitals operated by the Hawaii Health Systems Corporation (HHSC) would have run out of money in January 2014, forcing them to close down - placing the health care of Kauai's residents and visitors in jeopardy.

Senate Vice President Ronald D. Kouchi welcomes Seoul Metropolitan Council Chair Kim Myung Soo







Senate Vice President Ronald D. Kouchi, (District 8 -Kaua‘i and Ni‘ihau) on behalf of Senate President Donna Mercado Kim, met with the Seoul Metropolitan Council to discuss the continuation and support of both cities' sister relationship last week. The Council also attended a Senate Legislative Session.

This year marks the 40th anniversary of the Honolulu-Seoul relationship. The sister-city relationship was established to promote international good will and understanding.

This year is also the 110th anniversary of the Korean Immigration to the United States.

Senator Ronald D. Kouchi, along with Representatives James Tokioka and Derek S.K. Kawakami, presented students from Chiefess Kamakahelei Middle School (CKMS) with legislative certificates commending them on their achievement at the Jr. SkillsUSA Convention Construction and Technology Challenge. The Jr. SkillsUSA Convention Construction and Technology Challenge was held at the Hawaii Convention Center in Honolulu on February 20 to 21. After the competition, the CKMS students and their advisor, Robyn Herbig, met with members of their Kauai Legislative Delegation at the Hawaii State Capitol. Participating in this year's event included: Ben Brady, Sydney Brady, Kaylee Braun, Seeley Byers, Scott Cushnie, Mariflor Delos Santos, Kiyib (Erina) Garbphin, Ku‘ulei Ikeda, Camron Navor, Ryan Smith, Rina Takabayashi, and Shirying Tay.

A non-profit student organization serving more than 300,000 student and professional members, SkillsUSA is a partnership of students, teachers and industry representatives working together to ensure America has a skilled work force. The organization hosts annual local, state, and national competitions in which students demonstrate occupational and leadership skills. Senate Committee on Ways and Means Passes Bill that Removes Cap on Income Tax Deductions for Charitable Donations

The Senate Committee on Ways and Means has passed Senate Bill 1091, relating to itemized income tax deductions. The measure removes the cap on itemized income tax deductions for charitable contributions, encouraging more people the opportunity to make generous donations to non-profit and charitable organizations.

Non-profit and charitable organizations are dependent upon donations in order to operate and provide necessary social services.

Kauai constituents will now be allowed to testify before Senate Committees on Education (EDU) and Technology and The Arts (TEC) via video conferencing without having to travel to Oahu during the 2013 legislative session.

Hearing notices for pilot project hearings will specifically indicate that video conferencing testimony will be allowed and will also contain a link to instructions for participation. Because this is a pilot program, there are limitations to the program, including the number of individuals allowed to participate.

"This new Senate initiative will connect Kauai constituents to the committee hearing process and I encourage everyone to take advantage of this opportunity to get involved in the legislative process," said Senator Ronald D. Kouchi, District 8 Senator representing the islands of Kauai and Niihau.

Following completion of the 2013 Legislative Session, the pilot program will be evaluated with an eye toward expanding the program to cover more committees, more hearings, and perhaps reaching a wider audience.

Senate Vice President Ronald D. Kouchi, Senator for the 8th Senatorial District for the islands of Kaua‘i and Ni‘ihau, received the Fukuoka Prefectural Assembly on behalf of Senate President Donna Mercado Kim. The delegation was here to visit with Governor Neil Abercrombie, Speaker of the House Joseph Souki, and Senate President Donna Mercado Kim.

Fukuoka Prefectural Assembly Chair Kunihiro Matsumoto and the delegation wished Senator Kouchi a successful legislative session, congratulated him on becoming vice president, and discussed issues of interest for the State of Hawaii and the Prefecture of Fukuoka. Senator Kouchi expressed his appreciation for the culture and people of Japan and his gratitude for the contributions of the Japanese professional baseball team, the Fukuoka Daiei Hawks to Kaua'i residents. Chair Matsumoto and Senator Kouchi expressed their interest in continuing and supporting the established relationship between the State of Hawaii and the Prefecture of Fukuoka.

In 1981, the State of Hawaii and the Prefecture of Fukuoka established a Sister-State relationship to exchange knowledge and encourage international cooperation. This relationship serves to raise Hawaii's profile internationally, attract dynamic cooperative programs, and stimulate Hawaii's economy. Since 1982, it has become tradition for the Fukuoka Prefectural Assembly to send a delegation to attend the celebration of the opening of the Hawaii legislative session.

Senator Donna Mercado Kim Selected as Senate President

Senate Vice President Donna Mercado Kim (Sen. District 14) has been selected as the President of the Senate and will preside during the 27th Hawaii State Legislature, which will convene on January 16, 2013. Senator Ronald D. Kouchi (Sen. District 8) will serve as Senate Vice President. Senator David Ige (Sen. District 16) will continue as Chair of the Senate Committee on Ways and Means, with Senator Michelle Kidani (Sen. District 18) serving as his Vice Chair.

The Senate acted quickly to organize after Maui State Senator Shan Tsutsui (Sen. District 5) took the oath of office as Lieutenant Governor yesterday. The Senate line up remains mostly intact to allow members continuity in their committee work as the Senate has been preparing for the upcoming session.

"We are solidified in dealing with the pressing issues facing our State. The Senate continues to be organized in a cooperative and focused manner. I'm humbled to receive the confidence and support of my colleagues" said Senate President Kim.

"We reached an agreement quickly so that we can continue to focus our attention on the issues and begin preparations for the 2013 session," said Senate Vice President Kouchi.

Senator Kouchi Attends Western Legislative Academy

Senator Ronald D. Kouchi, senator for the 8th Senatorial District for the islands of Kauai and Niihau, recently received his certificate of legislative training completion from the Western Legislative Academy in Colorado Springs, Colorado conducted by The Council of State Governments-WEST (CSG-WEST), a nonpartisan, nonprofit organization serving Western state legislators.

The purpose of the Western Legislative Academy is to build excellence and effectiveness in state legislators in the Western Region of the United States. The selection process is very competitive and is based on the individual legislator's commitment to public service, desire to improve personal legislative effectiveness and interest in improving the legislative process.

Senator Kouchi was one of 39 state legislators selected by the academy from 93 applicants in the Western Region to participate in its prestigious training institute for newly elected lawmakers in their first four years of service. Joining Senator Kouchi as members of the Western Legislative Academy Class of 2012 from the Hawaii State Legislature were Senator Donovan Dela Cruz (District 22), Representatives Aaron Johanson (District 31) and Representative Derek S. K. Kawakami (District 14).

"I am excited to put what I learned at the academy in motion as a legislator," said Senator Kouchi, "The skills and knowledge I gained have taught me to become a more effective legislator, which will result in further benefit to my constituents."

The academy was held during three and a half days of intensive training in subjects such as legislative institutions, ethics, communications, negotiations, time management and leadership. Faculty is drawn from academia, former military and private sector instructors. A highlight of the training is an afternoon at the US Air Force Academy, working on personal assessments and team building.

The Council of State Governments-WEST is the western region arm of the national Council of State Governments (CSG) which is based in Lexington, Kentucky. Regional offices of the CSG are located in Sacramento, Chicago, Atlanta and New York. View the media release.

Kauai Continues to Be Represented in the Hawaii State Senate Leadership

Kauai Senator Ronald Kouchi has once again been selected to serve as the Hawaii State Senate's Majority Caucus Leader during the 27th Hawaii State Legislature, which will convene on January 16, 2013. Senator Kouchi was first selected as the Majority Caucus Leader for the 26th Legislature, which began in 2011.

Adding to Senator Kouchi's role is his position as vice chair of the Senate Committee on Agriculture, with Senator Clarence Nishihara serving as chair.

"Having been involved in the agriculture community, I was pleased to accept the position when Senate President asked me to serve as vice chair of the committee," said Senator Kouchi. "I would like to work on issues regarding food security and sustainability, making sure that we as a state is able to provide for ourselves if a disaster strikes and isolates us from cargo being shipped here."

Senator Kouchi will also continue to serve as vice chair of the Senate Committee on Tourism and Government Operations, with Senator Donna Mercado Kim serving as chair, and he will also continue to serve as a member of the Senate Committee on Transportation and International Affairs.

The Hawaii State Senate announced its leadership members a day after the general election. Senator Ronald Kouchi is hosting Senator Jill Tokuda, Chair of the Senate Committee on Education, for a Town Meeting that includes representatives from the Hawaii State Department of Education on Thursday, October 25, 2012. First Segment of Kaumualii Highway Widening Project Complete, Next Phase Begins

LIHUE - The state Department of Transporatation (DOT) and Governor Neil Abercrombie celebrated the completion of the first segment of the Kaumualii Highway Widening Project and broke ground on the next phase in a ceremony today in Lihue.

The first segment widened the highway from two-to-four-lanes from Anonui Road, west of the Kauai Community College (KCC) campus, over 1.8-miles to the approach to the Lihue Mill Bridge. New bike lanes and sidewalks were also added to help keep cyclists and pedestrians safe. Total cost for this segment was approximately $39 million, with 80-percent paid for by federal funds. DLNR Hosts Public Talk Story and Mapping Session with Fishermen and Ocean Gatherers on Kaua‘i and Ni‘ihau

Kaua‘i Students Participate in 2012 Hawai‘i State Science & Engineering Fair

Fifteen Kaua‘i students who won divisions in the Kaua‘i District Island-wide Science Fair participated in the 2012 Hawai‘i State Science & Engineering Fair (HSSEF) held at the Hawai‘i Convention Center from April 2 - 4, 2012. The HSSEF, now in its 55th year, is the oldest and largest science fair held in Hawai‘i. Each year, more than 7,000 students participate in science fair programs throughout the State, with approximately 500 of these students qualifying to compete in the HSSEF.

The following Kaua‘i students qualified to participate in the 2012 HSSEF and were also division winners in the Kaua‘i District Island-wide Science Fair: Julia Hirano, Emily Carlson, Cheyenne Natividad-Parraga, BreeAnn Cabayan, Sharay Rapozo, Jacky Lin, and Braden Kobayashi of Waimea Canyon Middle School, Mallorie Aiwohi, of Kapa‘a Middle School, Savanah Frisk, Casey Nakamura, Taylor McGinnis, Kalani Murakami and Marissa Goo of Kapa‘a High School, Kayla Ishida of Waimea High School, and Noelani Murray of Kaua‘i High School.

While on Oahu, the students visited the State Capitol to observe the Senate and House Legislative Sessions, and met with the Kaua‘i legislative delegation. Senator Ronald D. Kouchi spoke to the students and commended them on their accomplishments. Senator Kouchi stated, "It is inspiring to see so many students interested and excelling in the science, math, technology and engineering fields. Participating in science fairs such as the HSSEF gives students the unique opportunity to meet and learn from scientists, while gaining hands-on training. It is important for our youth to cultivate an interest in these fields which will help them in the increasingly technical global workforce."  View the press release.

The Kauai County Farm Bureau participated in the 2012 Agricultural Awareness Day held on Thursday, March 29, 2012, at the State Capitol. Agricultural Awareness Day, now in its sixth year, is an opportunity for the Hawaii agricultural industry to showcase its diverse range of products while giving policy makers and the public an opportunity to learn more about the industry.

The Kauai County Farm Bureau provided a "Kauai Grown" exhibition which featured flowers, produce, plants, honey, coffee, keeshir tea, dried bananas, jam and honey lip balm, in addition to literature promoting various products from the island at the event. The Kauai Grown exhibit was one of 39 exhibitions, which included companies, statewide government agencies and organizations participating in the sponsored event.

As a member of the Senate Committee on Agriculture, Kauai Senator Ronald D. Kouchi said, "The annual Agricultural Awareness Day at the State Capitol provides a unique opportunity for legislators and the public to meet farmers and organizations integral to the agricultural industry. I am pleased to see the many varieties of high quality produce, specialty fruits and products from Kauai, which reflects our island's diversified agriculture industry."

The Hawaii Farm Bureau Federation, along with the Hawaii Food Industry Association, Hawaii Food Manufacturers Association, Hawaii Restaurant Association, Hawaii Cattlemen's Council, Hawaii Department of Agriculture, and the University of Hawaii at Manoa College of Tropical Agriculture and Human Resources sponsored this year's event. Senate Ways and Means Committee Passes Bill Benefiting Power-Generating Facilities

The Senate Ways and Means (WAM) Committee passed out HB 2740 HD1 with amendments today, extending the sunset date on Act 198 of 2009 for a total of five years from 2012 through 2017. The Senate amendment extended the sunset date from three years in the House version of the bill, to five years. HB 2740 HD1 and the Senate amended sunset extension recognizes and re-affirms the Senate's belief that Hawaii utilities like Kauai Island Utility Cooperative (KIUC) that use environmentally cleaner naptha fuel for power generation, should continue to realize reduced tax requirements.

After the Senate WAM Committee passed HB 2740 HD1 with the extended sunset date, Senator Ronald D. Kouchi commented, "The extension of the sunset date from three years to five years will ensure that KIUC's lower tax rate will provide substantial savings of approximately five million dollars a year to Kauai cooperative members, allowing KIUC to pass these savings on to businesses and to the community."

Thirteen students from Chiefess Kamakahelei Middle School (CKMS) won first and second places in the SkillsUSA Convention Technology Challenge Contest held on Wednesday,
February 22, 2012, in Honolulu.

SkillsUSA is a non-profit educational association which serves high school and post-secondary school students. The organization hosts annual local, state, and national competitions in which students demonstrate occupational and leadership skills. The association works to provide quality educational experiences for students in leadership, teamwork, citizenship and character development.

CKMS students participating in the SkillsUSA contest were Keala Iwasaki, Scott Cushnie, Keegan Loo, Sean Ebueng, Trevor Fruedig, Branden Remegio, Scott Ota, Saedy Tumaneng, Marissa Martinez, Sarah Matsunaga, Sydney Brady, Marilyn Clement and Elizabeth Makizuru. CKMS teachers Justin Carvalho and Robyn Herbig accompanied the group.

While in Honolulu, the CKMS students and their teachers met with their Kauai Legislative delegation, Senator Ronald D. The Hawaii State Senate recognized Kauai Librarian Karen Ikemoto for being named 2011 Librarian of the Year. As the first librarian from the Garden Isle to win the award, Mrs. Ikemoto was presented with a Certificate of Recognition from Kauai Senator Ronald D. Kouchi during a Senate Floor Presentation celebrating Education Week today.

A strong supporter of public libraries, Senator Kouchi commented, "Karen is more than deserving of the Librarian of the Year Award. She has gone to extraordinary lengths to upgrade facilities and services at the Hanapepe Public Library to better meet the needs and interests of the local community. Her humility, kindness and passion for the profession make her more than deserving of this honor."

Ms. Ikemoto has worked for the Hawaii Public Library system since 1992 and is currently Branch Manager of Hanapepe Public Library.

In its ninth year, Education Week is organized by the Hawaii State Senate Committee on Education. Hawaii State Senate Passes Ocean Safety Collective Bargaining Bill

The Hawaii State Senate passed SB 2967 (SD1), which seeks to establish a separate collective bargaining unit for Ocean and Water Safety Officers, at a floor vote during Session on March 6, 2012. Under SB 2967, Bargaining Unit 14, which represents ocean safety and water safety officers, would be created.

Upon passage of SB 2967, Kauai Senator Ronald D. Kouchi commented, "Ocean safety personnel and water safety officers are an integral part of our first line of emergency responders. Kauai has some of the most beautiful, but also dangerous beaches in the world, and our water safety officers put their lives on the line everyday as part of their job. By having their own bargaining unit, they will now have the chance to represent themselves collectively and have their issues and concerns unique to their group addressed."

Senator Kouchi continued, "I am greatly pleased with the passage of this bill since it reflects our understanding and appreciation for the service that ocean safety personnel provide."

The Senate today unanimously voted to pass Senate Bill 2012 (S.B. 2012), also known as "The Invest in Hawaii Act of 2012". Senate Bill 2012 now goes on to the House of Representatives for its consideration.

In voting to pass the bill, Senate Majority Caucus Leader Senator Ronald D. Kouchi stated, "We have a harmonic convergence of events that greatly favor utilization of 'The Invest in Hawaii Act.' Not only will half a billion dollars for repairs and maintenance get our citizens back to work and stimulate the economy, we have the opportunity to utilize historically low interest rates, low materials cost, and a strong competitive bidding environment that will allow us to greatly extend the useful life of our State buildings and infrastructure. This will prevent the need to build or rebuild replacement structures and will allow more efficient use of existing structures. For example on Kauai, renovations to the vacant Lihue Courthouse will allow state agencies to move into state owned buildings, resulting in rental savings that will more than pay for the renovations."

Senator Kouchi continued, "We have an obligation to future generations in Hawaii. We have direct control over energy costs and the repair and maintenance projects scheduled will utilize energy efficient materials, and sustainable and renewable energy strategies, reducing our dependency on fossil fuels. Furthermore, repairs and maintenance for schools will result in a better learning environment for our children."

Departments scheduled to receive appropriations include the Department of Education, ($153,000,000) the University of Hawaii ($127,000,000), the Department of Accounting and General Services ($60,000,000), the Department of Agriculture ($5,000,000), the Department of Defense ($5,000,000), the Department of Health ($70,000,000), the Department of Human Services ($40,000,000), the Department of Land and Natural Resources ($20,000,000), the Department of Public Safety ($15,000,000) and the Judiciary ($5,000,000).  View the media release.

Kaua‘i Legislators Congratulate Desiree Vea

Kaua‘i native Desiree Vea was presented with a congratulatory certificate by all the Kaua‘i Legislators at the State Capitol on Monday, February 6, 2012. Desiree was recognized for her accomplishment on being chosen as one of eleven Native American Youth Leaders as part of President Barack Obama's "Winning the Future Across America" initiative.

Vea has been active in community service since 2007 and is known for her advocacy on homelessness on behalf of the Native Hawaiian community. She is currently working for Hawaiian Community Assets as a HUD Certified Housing Counselor, where she continues to serve her community with home-buyer education, youth financial literacy, and asset building programs.  View the photo release.

Kaua‘i Legislators Congratulate Waimea High School Cheerleading Champions

Senator Ronald D. Kouchi congratulated the Waimea High School Cheer Team on winning the 2011 HHSAA State Cheerleading Championship. At a testimonial dinner held at Waimea High School on Saturday, February 4th, 2012, Senator Kouchi and Representative Dee Morikawa presented the team with a Legislative Certificate signed by all the Kaua‘i Legislators, applauding the team's victory.

The top high school cheerleading teams in Hawai‘i competed at the 11th annual HHSAA State Cheerleading Championships held in December. Out of 13 teams, the Menehune of Waimea captured the Medium Division, State Championship Title.  View the photo release.

Senator Ronald D. Kouchi presented Kaua‘i's Chance Bukoski with a Senate Certificate at the State Capitol on Monday, January 30, 2012. The Senate Certificate commended Bukoski on his athletic achievements throughout his collegiate soccer career. Bukoski, a Hawaii Pacific University senior forward on the men's soccer team, was voted on to the 2011 Daktronics NCAA Division II All-American First Team. Bukoski was also recently featured in Sports Illustrated's "Faces in the Crowd" January 9, 2012 issue.  View the photo release.

Senator Ronald D. Kouchi met with PHOCUSED Rally participants representing various Kauai social services groups at the State Capitol on Tuesday, January 24, 2012. The group was on Oahu to express their support for social service funding at the PHOCUSED Rally held at the Capitol Rotunda.

PHOCUSED, which stands for Protecting Hawaii's Ohana, Children, Underserved, Elderly and Disabled, is a nonprofit, nonpartisan organization dedicated to increasing the investment and visibility of children and adults in Hawai‘i who are marginalized, impoverished, and underserved, and for whom access to health and human services is critical.  View the photo release.

Senator Ronald D. Kouchi Hosts Internatioanl Exchange Student

Senator Ronald D. Kouchi hosted Waimea High School student and Kennedy-Lugar Youth Exchange & Study (YES) Program Recipient, Tanim Zunaed Alam, at the State Capitol on Friday, January 20, 2012. Alam was participating in a one-day internship and spent the day shadowing Senator Kochi.

"It has been a genuine pleasure hosting Mr. Alam. We engaged in many interesting conversations throughout the day and I was impressed with his congeniality and his desire for knowledge. The YES program provides an excellent opportunity for students to form connections and gain valuable and unique cultural experiences. I am a strong supporter of international education, as it helps students become global thinkers and gain new perspectives."

Alam, who is from Dhaka, Bangladesh, stated, "I am very grateful to have this chance to meet Senator Kouchi. The thing I most enjoyed was spending time with Senator and his staff. I have learned a lot. Spending the day with the Senator at the Capitol is one of the most unique experiences I have had in the U.S." Alam is a Senior at Waimea High School and serves on the West Kaua‘i Bike Path Advisory Committee. He is staying with Dr. Steven Penner and his family throughout the duration of the program.

The Kennedy-Lugar Youth Exchange & Study (YES) Program is an international exchange program between the United States and countries with significant Muslim populations. The YES Program is administered by the United States Department of State (DOS) and seeks to promote mutual understanding and respect between the United States and participating countries. In Alam's country of Bangladesh, more than 16,000 students applied for the 2011-2012 program. Out of 23 student finalists, Alam was awarded the YES Program Scholarship.  View the press release.

Director of ‘Olelo Community Media, Greg Davis, and students from Leilehua High School, interviewed Kaua‘i Senator Ronald D. Kouchi for the 9th Annual Youth Capitol Commentary on Wednesday, January 18, 2012, which was the Opening Day of the 26th Legislative Session.

‘Olelo Community Media is Oahu's Public Access television station. Leilehua High School students interviewed Senator Kouchi on various issues affecting Hawaii. Coverage of the interview will be televised on Kaua‘i via ‘Olelo Community Media's, "Capitol Commentary" on Tuesday, January 31, 2012, at 9:00 a.m. on Focus 49.

Kaua‘i Students Visit Senator Ronald D. Kouchi

Kaua‘i Senator Ronald D. Kouchi met with Dillon Ancheta, a Kaua‘i High School student and member of the Hawaii Secondary Student Conference (SSC), on Wednesday, January 17, 2012. While meeting with Senator Kouchi, Dillon, along with some of his fellow SSC members, discussed issues as well as expressed their support for resolutions formulated during their Conference held in December 2011.

Dillon was among dozens of middle and high school students from across the state who visited the State Capitol to meet with legislators to discuss issues addressed by the SSC student members. The issues include: Board of Education Student Representative voting rights, child pornography charges for minors, and supplying locally grown produce for use in school cafeterias.

The (SSC) is an annual conference established to provide middle and high school students the opportunity to identify and discuss solutions to major youth problems. During the 2010 Hawaii Secondary Student Conference, Dillon proposed a resolution for public schools to receive the opportunity for installation of photovoltaic panels to reduce electricity costs for the schools.

Dillon's resolution was adopted by the SSC and as a result parts of the resolution were included in House Bill 10 in the 2011 legislative session. Although the bill did not move through the legislative session, it is evident that the SSC and the State were both looking at the same statewide goals of having a more sustainable future. Governor Neil Abercrombie and Hawai‘i State Department of Education Superintendent Kathryn Matayoshi announced in December 2011 that the State Department of Education awarded a Power Purchase Agreement to install photovoltaic systems at 15 Kaua‘i schools.

Kalaheo Elementary School's Robominations Lego Team Honored

Senator Ronald D. Kouchi, along with Darlene Chung, owner/operator of McDonald's Restaurants on Kaua‘i, and Ruth Johnson, Kaua‘i McDonald's Human Resources Manager, teamed up to honor the students and coaches of Kalaheo Elementary School's Robominations Lego Team. The Robominations Lego Team captured the District Championship Title at the First Lego League 2011 Food Factor Kaua‘i Tournament, by accumulating the highest overall points in the competition among twelve participating elementary schools on Kaua‘i. As District Champion, the team had the honor of representing Kaua‘i at the State Championships held on the island of Oahu.

Senator Ronald D. Kouchi recognized the team's hard work and dedication by presenting each team member and coach with a Senate certificate commending their accomplishment. "Academic achievements are far too often overlooked and it gives me great pleasure to congratulate and recognize the team members and coaches," he said.

In recognition of their success, McDonald's Restaurants of Kaua‘i awarded gift certificates to the team and coaches. Upon seeing the children's excitement and appreciation, Senator Kouchi added, "I think it is wonderful that Darlene Chung and McDonald's of Kaua‘i are strong supporters of the robotics program. It is programs such as these that inspire student interest in science, math, and technology."

The Kalaheo Robominations Lego Team is comprised of team members Alexandra Centra, Sage Cierras, Olivia Gegen, Kenyon Johnson, Kaden Keep, Emily Melchor, Jaedyn Pavao, Coby L. Simon, Levi Snowden and Luke Sullivan. Robominations coaches include Rosemary Laulea Smyth, Traci Sullivan, and Gaetano Vasta.

The First Lego League Food Factor Tournament provides students the opportunity to utilize and develop their skills in science, technology, engineering and mathematics by researching the topic of food safety, and providing innovative solutions to problems involving food sanitation, preparation and storage.

Students are judged on developing, building, testing and programming an autonomous robot to address these specific food safety concerns.  View the press release.

Kauai High Student's Solar Power Idea Becomes a Reality

Kauai High School sophomore Dillon Ancheta was excited to learn that on Tuesday,
December 13, 2011, Governor Neil Abercrombie and Schools Superintendent Kathryn Matayoshi announced that the State Department of Education (DOE) awarded a Power Purchase Agreement (PPA) contract to install photovoltaic (PV) systems at 15 Kaua‘i schools. Under the agreement, the installation of the PVs at the schools will be completed at no cost to the state.

During the 2010 Hawaii Secondary Student Conference (SSC), Dillon introduced a resolution that PV systems be installed in public schools to reduce electricity costs. Dillon's resolution was adopted by the SSC and as a result parts of the resolution were included in House Bill 10 in the 2011 legislative session. Although the bill did not move through the legislative session, it is evident that the SSC and the State were both looking at the same statewide goals of having a more sustainable future.

"I was thrilled to hear the governor's announcement," said Dillon. "As a student I felt empowered that the resolution I proposed during the SSC and some of my ideas were included in House Bill 10 during the 2011 legislative session."

Sen. Ronald D. Kouchi (D-Kauai and Niihau) and Rep. James K. Tokioka (D-Wailua Homesteads, Hanamaulu, Lihue, Puhi, Portion of Old Koloa Town, Omao) met with Dillon and fellow Kauai students last year and encouraged them to share their forward-thinking idea with Legislators.

"I am ecstatic for Dillon with this recent announcement by the Governor and Superintendent Matayoshi," said Sen. Ronald D. Kouchi. "The fact that the focus of Dillon's resolution related to the renewable operation of state institutions will inspire other students to propose ideas to their lawmakers. This shows that we should be listening to our vibrant youth and validates their belief that their voices can make a difference in shaping the future of Hawaii into what they want it to be."

"The future is bright," said Rep. James K. Tokioka, "and it is encouraging to see a project that mirrors a young student's proposal like Dillon's become reality, because our youth truly can author change."

The PV installation at the schools will begin in January and is expected to be completed by summer 2014. The DOE will save an estimated $30 million over the life of the project, taking into account a projected 3 percent yearly increase in commercial electricity rates. View the media release

Kauai Student Delegates Visit Senator Ronald D. Kouchi at the State Capitol

High school and middle school students from across the State gathered at the Hawaii State Capitol for the Hawaii Secondary Student Conference from November 30 to December 2, 2011.

Student delegates met to discuss key issues, participate in hearings and floor sessions, and voted on resolutions. During their time at the Capitol, delegates also had the opportunity to meet with legislators and listen to guest speakers.

The SSC is an annual conference for selected secondary students established by ACT 94, which was signed into law on June 16, 1970 by Governor John A. Burns. The purpose of SSC is to provide secondary school students the opportunity to identify, discuss and arrive at recommended solutions to major youth problems, with emphasis on school problems that require the attention and joint action by the students, the Department of Education and the Hawaii State Legislature.
