Representative Daniel Holt is dedicated to making the community, where he was born and raised, as well as the entire State of Hawai'i, a better place to live for all its residents. He is privileged to represent House District 28, which encompasses Palama, Sand Island, Iwilei, and Chinatown and currently serves as the Chairman of the Committee on Economic Development.

Representative Holt is also a member of the House Committees on Judiciary & Hawaiian Affairs and the Committee on Tourism. Since Representative Holt’s first term as a legislator, he has taken a strong stance against crime and continues to advocate for increased funding for social services who assist our most vulnerable populations. Now in his fourth term as an elected official, he continues to be committed to fighting for safer communities for the people of Hawai'i and advocate for Native Hawaiians as Co-Chair of the Native Hawaiian Caucus.

Daniel is a graduate of the Kapālama Campus of Kamehameha Schools and later furthered his education at the University of the Pacific where he earned a Bachelor's of Science in Business Administration.

The Holt 'Ohana has been deeply rooted in the Kalihi-Palama community for three generations. His father is former Hawai'i State Legislator Milton Holt, who represented Kapālama, Kalihi, 'Alewa Heights, and Chinatown as both a Representative and Senator between 1978 to 1996. Representative Daniel Holt is a member of the Kalihi-Palama Hawaiian Civic Club and formerly served as the Chairman of the Kalihi - Palama Neighborhood Board.

After returning home from college, Daniel worked at Horizon Lines (now PASHA) for a couple of years before beginning his journey at the legislature. Representative Holt held many positions in the legislature including bills researcher for the Senate Ways and Means Committee, legislative aide to late Senator Gilbert Kahele, committee clerk the Senate Special Committee on Accountability, legislative director in the Senate President's office and in 2014, he was appointed by the Hawai'i State Senate to serve as the Assistant Sergeant-at-Arms. These prior experiences give Daniel a unique perspective on the legislative process which allows him to serve his constituents more effectively and efficiently.

HOUSE COMMITTEE APPROVES BILL TO INCREASE OHA FUNDING

The House Committee on Water, Land & Hawaiian Affairs today passed out HB 402 which establishes $35 million as the Office of Hawaiian Affairs' pro rata share of the public land trust and transfers a lump sum of $139 million to OHA for underpayment of the public land trust funds.
The bill also requires the Department of Land and Natural Resources to provide an annual accounting of receipts from lands described in section 5(f) of the Admissions Act and establishes a committee to recommend the annual amount of the income and proceeds from the public land trust that OHA will receive annually. Representative Daniel Holt (Kalihi, Pālama, Iwilei, Chinatown), co-chair of the Hawaiian Caucus, issued the following statement: “This is a matter of fairness and our ability as a governing body to 'auamo kuleana (the responsibility we carry on our shoulders), this measure brings equity to decades long discussions and debates,” said Rep. FRESHMAN KALIHI LAWMAKER SEEKS EXPANDED COMMUNITY-BASED POLICING, FAIRER PAYDAY LOAN RATES,
Rep. Holt introduces his eleven bills for the 2017 Legislative Session

Honolulu, Hawaii - State Representative Daniel Holt (Kalihi, Palama, Iwilei, Chinatown) has introduced eleven bills for the 2017 Legislative Session, including measures on community-based policing and payday lending.
HB 653 which appropriates funds to maintain and expand the Weed and Seed program, a U.S. Department of Justice initiative that involves city, state and federal law enforcement agencies, social service agencies, businesses, nonprofit organizations, and residents to reclaim, restore, and rebuild communities by "weeding" out the criminal element, then "seeding" the community with the appropriate services.
"The Weed and Seed strategy first started in the Kalihi-Palama/Chinatown area in the early 90's and has proven to be very successful in the community," said Holt. "Throughout the years, it expanded to Wahiawa, Waipahu, 'Ewa Beach, and Wai'anae. Crime rates, drug abuse, and gang activity has gone down tremendously since then and I want to make sure that this program continues to get funding so we can continue to keep our communities safe and expand it to other areas that need it as well," Holt said.
Rep. Holt also introduced HB 380 reduces the maximum fee a check casher or payday lender may charge for deferring the deposit of a check from 15 percent to 7 percent of the face value of the check.
"Payday lending provides short-term, unsecured loans to the most vulnerable populations of our community and while it may seem to ease a hardship for the short-term, taking on these loans will create a further hardship on their financial situation. There is a disproportionate number of payday lending locations in my district and I am looking to protect our constituents from these excessively high fees," said Holt.
