Earmarks twenty-eight per cent of the tobacco settlement moneys to the University revenue-undertakings fund to pay principal and interest on revenue bonds to construct the health and wellness center. Appropriates $150,000,000 in private donations and other moneys held by the University of Hawaii to construct the health and wellness center. |
