RELATING TO INCOME TAX CREDITS.

Provides a commercial construction and remodeling tax credit.

RELATING TO THE EXCLUSION OF PROCEEDS FROM THE MANUFACTURE, PACKAGING, AND SALE OF FOOD FROM GENERAL EXCISE TAX LIABILITY.

This Act seeks to exclude proceeds from the manufacture, packaging, and sale of food from general excise tax liability for a period of 13 weeks. Gives the Governor the authority to extend moratorium for another 13 weeks.

RELATING TO PROCUREMENT.

Provides for equally weighted pre-selection criteria for design professional services. Amends code to include requirement for $250 bond in order to pursue administrative review of awards. Creates emergency repair and maintenance program for repair and maintenance of public schools.

RELATING TO A GENERAL EXCISE TAX HOLIDAY.

Establishes a general excise tax holiday for consumers and businesses for goods and services sold on condition that businesses pass the savings on to consumers.

RELATING TO FUEL TAX.

Reduces the liquid fuel tax by 50% for a period of one year.

RELATING TO AN EMERGENCY SMALL BUSINESS LOAN GUARANTY PROGRAM.

Establishes an Emergency Loan Guarantee Program for small businesses during the aftermath of the September 11, 2001 attacks on New York and Washington D.C.
