Sir:
Your Committee on Labor, to which was referred Governor's Message No. 26, submitting for study and consideration the nominations of:
HAWAI`I WORKFORCE DEVELOPMENT COUNCIL
JEFF BLOOM and DARREL T. TAJIMA, for terms to expire June 30, 2004; and
CHRISTINE C. MCCOLGAN, for a term to expire June 30, 2005,
begs leave to report as follows:
Upon review of the testimony and statements submitted by the nominees, your Committee finds that Jeff Bloom, Darrel T. Tajima, and Christine C. McColgan have the necessary character, experience, and qualifications to serve on the Hawai`i Workforce Development Council.
Your Committee received testimony in support of the three nominees from the Hawai`i Workforce Development Council. The Chamber of Commerce submitted testimony in support of Jeff Bloom.
Jeff Bloom is President & Owner of the Computer Training Academy, Inc., and Select Staffing Services, Inc., of Honolulu. Since purchasing the two companies in the mid-1980s, he has expanded the companies and was recently honored as the U.S. Small Business Administration's 2001 Small Business Person of the Year for the State of Hawaii. In addition, Mr. Bloom was named "2000 Entrepreneur of the Year" for Hawaii by Ernst and Young, has been honored with the Microsoft "Top Innovator Award", and was named to Hawaii's Fastest 50 by Pacific Business News in 2001. He is founder and Chairman of HiTech Quest, a technology fair created to identify and offer scholarships to students through grades twelve and dedicates many hours to working with young people interested in technology. Mr. Bloom is also active in a number of professional and community organizations.
Darrel T. Tajima is Director of Human Resources at Meadow Gold Dairies, a position he has held for the past ten years. He joined the company in 1977, and has worked in a number of divisions at Meadow Gold. He is active in School-to-Work activities at the company, meeting with teachers and hosting interns. Mr. Tajima is a graduate of the University of Hawai`i.
Christine M. McColgan is Vice President and Chief Financial Officer at Rehabilitation Hospital of the Pacific, where she is responsible for all finance, information services, administrative support services, and acquisitions and contracting. Before joining the company in 1994, she held financial management positions at City Mill Co., Ltd., Pacific Capital Partners, and AMFAC, Inc. Ms. McColgan earned an MBA from the University of Hawai`i and an undergraduate degree from Chaminade University.
As affirmed by the record of votes of the members of your Committee on Labor that are attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
