Your Committee on Commerce, Consumer Protection and Housing, to which was referred Governor's Message No. 23, submitting for study and consideration the nomination of:
RENTAL HOUSING TRUST FUND ADVISORY COMMISSION
NORMAN M. NOGUCHI, for a term to expire June 30, 2005,
begs leave to report as follows:
Upon review of the testimony and the statements submitted by the nominee, your Committee finds that Norman M. Noguchi has the necessary character, experience, and qualifications to serve on the Rental Housing Trust Fund Advisory Commission.
Testimony in support of the nominee was received from the State Director of Transportation, Housing and Community Development Corporation of Hawaii, Rental Housing Trust Fund Advisory Commission, Hawaii Association of Realtors, and Building Industry Association.
Norman M. Noguchi is the President and Chief Operating Office, Partner, and Principal Broker of Marcus and Associates, Inc., a full-service real estate company. He is currently responsible for the administration and operations of the firm. In 1996, the nominee was named President of the Hawaii Association of Realtors. He is active with Honolulu Board of Realtors, where he was President in 1992, and the National Association of Realtors. In 1999, he was named Realtor of the Year by the Honolulu Board of Realtors, and statewide Realtor of the Year by the Hawaii Association of Realtors in 2000.
Your Committee notes from the testimony that the nominee has been working with the Rental Housing Trust Fund Commission since July, 2001, and his skills and experience in real estate have helped the Commission immeasurably.
The nominee is the Founder and Past President of Optimist International and is a member of the Japanese Chamber of Commerce.
As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection and Housing that is attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
