Your Committee on Labor, to which was referred Governor's Message No. 19, submitting for study and consideration the nominations of:

BOARD OF TRUSTEES, HAWAI`I PUBLIC EMPLOYEES HEALTH FUND

JULIE K. PRICE and STEVETTE K. SANTIAGO, for terms to expire June 30, 2005,

begs leave to report as follows:

Upon review of the testimony and statements submitted by the nominees, your Committee finds that Julie K. Price and Stevette K. Santiago have the necessary character, experience, and qualifications to serve on the Board of Trustees, Hawai`i Public Employees Health Fund.

Your Committee received testimony in support of Julie K. Price from the Department of Budget and Finance, Hawai`i Public Employees Health Fund, and Hawaiian Electric Company.

Testimony in support of Stevette K. Santiago was received from the Department of Budget and Finance, Hawai`i Public Employees Health Fund, and Hawaiian Wireless Express.

Julie K. Price is Manager of Compensation & Benefits, at Hawaiian Electric Company, Inc., where she is responsible for the management and administration of corporate retirement, health and welfare, and compensation programs. Prior to joining Hawaiian Electric Company, Inc., in 1989, she held similar positions at Dillingham Corporation in Honolulu and California. Ms. Price is a Certified Employee Benefit Specialist, a 1995 Fellow, International Society of Certified Employee Benefit Specialists, and attended the University of Hawaii.

Stevette K. Santiago, is Vice President of Human Resources for Hawaiian Wireless Express. In her position as Human Resources Manager for Hawaiian Wireless, Inc., she was responsible for all human resources programs for a staff of fifty. In her tenure with the company, she has reduced employee turnover by twenty per cent and management turnover to zero. Before joining the company in 1998, Ms. Santiago held a similar position at Y. Hata & Co., Ltd. She received an MA degree in Human Resources Management from Hawaii Pacific University and an undergraduate degree from the University of Hawai`i. Ms. Santiago is a board member of the Society of Human Resource Management Association, Hawaii Chapter, Chair of the Association's School to Work Committee, and active in community educational organizations.

As affirmed by the record of votes of the members of your Committee on Labor that is attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
