Your Committee on Commerce, Consumer Protection and Housing, to which was referred Governor's Message No. 15, submitting for study and consideration the nomination of:
BOARD OF ACUPUNCTURE
WAI HOA LOW, D.AC., for a term to expire on June 30, 2004,
begs leave to report as follows:
Upon review of the testimony submitted by the nominee, your Committee finds that the nominee has the necessary character, experience, and qualifications to serve on the Board of Acupuncture (Board).
Testimony in support of the nominee was submitted by the Department of Commerce and Consumer Affairs, The Honolulu Medical Group, Hawaii Acupuncture Association, Advanced Medical Acupuncture, Inc., and four individuals.
Wai Hoa Low, D.Ac., has an extensive educational and professional background in acupuncture and the health sciences. Dr. Low, a licensed and practicing acupuncturist, is currently President and CEO of the Institute of Clinical Acupuncture and Oriental Medicine in Honolulu, Hawaii. Dr. Low earned his Doctoral in Acupuncture from the University of Health Science in Honolulu, Hawaii, and Master's Level Diploma in Acupuncture from the Oriental Medical Institute in Honolulu, Hawaii. His Advanced Acupuncture and Herbology Residency was at the China Academy of Traditional Chinese Medicine in Beijing, China. In addition, Dr. Low is an active member of the American Society of Acupuncturists and the Hawaii Acupuncture Association.
Your Committee finds that the nominee has been appointed based upon his credentials, experience, and commitment to improving the health and well-being of the community.
As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection and Housing that is attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
