RELATING TO NATURAL RESOURCES. Authorizes geological subsurface characterization activities conducted by a public research institution under certain conditions. Clarifies that boreholes or test holes drilled for the purposes of geological subsurface characterization are distinct from water well exploration and geothermal or mineral exploration. Requires the Department of Business, Economic Development, and Tourism, to designate the Hawaii Groundwater and Geothermal Resources Center of the University of Hawaii, or a successor entity, as the repository for data collected from any geological subsurface characterization activity. Requires the Department of Hawaiian Home Lands to designate a repository or be the repository for any scientific data collected from any geological subsurface characterization activity on lands it holds in trust. Requires the Department of Land and Natural Resources to amend its exemption list to specify that certain geological subsurface characterization activities shall be exempt from the environmental review process or shall only require an exemption notice. Requires the University of Hawaii to amend its exemption list to specify that certain geological subsurface characterization activities shall be exempt from the environmental review process or shall only require an exemption notice. Requires the Department of Health to amend its rules related to hazardous waste and hazardous waste management for consistency with federal regulations to specify that certain waste products generated by geological subsurface characterization activity are exempt from hazardous waste management requirements. Requires that the first site where a borehole or test hole is drilled shall be on lands owned by DHHL. Establishes the Hawaii Groundwater and Geothermal Resources Center within the School of Ocean and Earth Science and Technology of UH Manoa. Appropriates funds.

RELATING TO STATE ENTERPRISE ZONES. Increases the number of enterprise zones that may be nominated by each county. Authorizes enterprise zone designation for census tracts that contain the University of Hawaii John A. Burns School of Medicine and the University of Hawaii Cancer Center. Allow businesses not established in an enterprise zone to qualify for enterprise zone benefits; provided that they have entered into a binding collaboration or contract with a business that is established in the census tract that contains the University of Hawaii John A. Burns School of Medicine or the University of Hawaii Cancer Center.

RELATING TO COURT-ORDERED PAYMENTS. Requires the Judiciary to contract with a collection agency or licensed attorney to collect delinquent court-ordered fees, fines, sanctions, and court costs. Allows courts to specify a period of time or installments for payment of fines, fees, and restitution, and requires the defendant to show cause if the defendant defaults on the payments.

RELATING TO FILM PRODUCTION. Adds the marketing and promotion of film production as a power of the Hawaii Tourism Authority.

RELATING TO ARTIFICIAL INTELLIGENCE. Part I: Prohibits music streaming platforms from hosting, distributing, or otherwise making available in the State music performed or attributed to an artificial intelligence music artist. Makes violations an unfair method of competition and an unfair and deceptive act or practice. Part II: Appropriates funds to the Department of Agriculture to use artificial intelligence to support the agricultural industry. Part III: Prohibits producing, circulating, publishing, distributing, communicating, or making available in the State tangible products created with the use of artificial intelligence without a disclosure that artificial intelligence was used to create the tangible product. Makes violations an unfair method of competition and an unfair and deceptive act or practice.

RELATING TO CONSUMER PRIVACY. Establishes the Hawaii Drop and Delete Act to limit the information data brokers collect and sell regarding consumer information. Establishes a deletion mechanism allowing consumers to request data brokers to drop their personal information. Establishes the consumer privacy fund. Establishes a private right of action.

RELATING TO ASSISTED COMMUNITY TREATMENT. Requires community health outpatient programs to prepare a certificate for assisted community treatment and provide the certificate to a defendant. Requires a petition for assisted community treatment to be heard within five days after the petition is filed.

RELATING TO SUSTAINABLE FOOD SYSTEMS. Establishes the Climate-Resilient Food Systems Grant Program within the Department of Agriculture and Biosecurity. Appropriates funds.

RELATING TO SPORTS WAGERING. Allows for the regulation of sports wagering by the Department of Business, Economic Development, and Tourism. Establishes licensing requirements for sports wagering operators and sports wagering suppliers. Establishes a general excise tax to be levied on sports wagering operator licenses. Establishes the Problem Gambling Prevention and Treatment Special Fund to be administered and expended by the Department of Health. Specifies that legal sports wagering and fantasy sports contests shall not be considered contests of chance or gambling. Authorizes the Department of Business, Economic Development, and Tourism to perform criminal history record checks on applicants and licensees relating to sports wagering.

RELATING TO LICENSING OF ELECTRONIC LITERARY MATERIAL. Establishes limits and restrictions on licensing contracts between libraries and publishers for electronic literary materials and provides options for remedy. Suspends enforcement until at least one other state enacts a similar law.

RELATING TO TAXATION. Applies the retail or higher general excise tax or use tax rate to purchases or imports of new motor vehicles by rental car companies. Appropriates funds for a position in the Department of Taxation. Appropriates funds to the Department of Hawaiian Home Lands to address the beneficiary waiting list.

RELATING TO THE MAUNA KEA STEWARDSHIP AND OVERSIGHT AUTHORITY. Clarifies the powers of the Mauna Kea Stewardship and Oversight Authority so that it may carry out its intended duties regarding land use on Mauna Kea. Part II: Transfers as a matter of law certain real property interests in the Mauna Kea lands to the Mauna Kea Stewardship and Oversight Authority. Part III: Requires the University of Hawaii to transfer the various Mauna Kea astronomical observatory conservation district use permits to the astronomical observatories. Part IV: Provides that the existing plans and administrative rules adopted or developed by the University of Hawaii under which Mauna Kea is currently governed remain in effect until plans and administrative rules adopted by the Mauna Kea Stewardship and Oversight Authority take effect. Part V: Clarifies that the Mauna Kea Stewardship and Oversight Authority has state sovereign immunity.

RELATING TO MAUNA KEA. Extends for 10 years the master lease of Mauna Kea lands that is set to expire on December 31, 2033. Requires that subleases of Mauna Kea lands to astronomical observatories be extended for 10 years.

RELATING TO THE ENVIRONMENT. Requires the Governor to request, through a bill separate from the budget or supplemental budget, an amount of general funds that approximates the additional revenue generated by any increase to the transient accommodations tax rate and by assessment of the transient accommodations tax on gross rental proceeds derived from cruise fares for certain climate change and tourism destination management projects.
