Clarifies that a partner or member that is a partnership or limited liability company that has been allocated a low-income housing tax credit may either further allocate the credit or transfer, sell, or assign all or a portion of the credit to any taxpayer. Extends the sunset date of Act 129, SLH 2016, relating to the low-income housing tax credit, until 12/31/2032.

RELATING TO CESSPOOLS. Allows an existing cesspool that lawfully serves a single dwelling unit in a priority level 3 area to continue serving that dwelling unit and additional bedrooms constructed on the same parcel, subject to certain conditions. Authorizes the Department of Health to adopt rules and authorizes the restriction of additional bedrooms where continued cesspool use impacts water quality or human health.

RELATING TO HOUSING. Establishes the Pro-Housing Score Program to evaluate each county's performance in expanding housing opportunities and reducing regulatory barriers. Requires the counties to publish their respective pro-housing scores online and HHFDC to publish certain related information and data on a public dashboard. Establishes criteria for deeming a county noncompliant. Establishes builder's remedies for certain housing projects in transit-oriented development areas. Imposes the maximum allowable excise tax on the use of tangible personal property in the State for the importation or purchase of a motor vehicle by a lessor of rental motor vehicles for use as a rental motor vehicle. Establishes a Teacher Temporary Hazard Pay Special Fund to pay a temporary hazard pay bonus to certain eligible teachers. RELATING TO TAXATION. Amends the Motion Picture, Digital Media, and Film Production Income Tax Credit by providing additional credits to qualified productions that have a workforce of at least eighty per cent local hires and that either have an above-the-line workforce of at least thirty per cent local hires, invest in qualified production infrastructure, feature indigenous content, or conduct post-production in the State; establishing that the minimum local hires requirement will increase to eighty-two per cent in the third consecutive taxable year that the additional credit is claimed and to eighty-five per cent in the fifth consecutive taxable year; authorizing the Department of Business, Economic Development, and Tourism to waive the credit cap per qualified production for one qualified production each fiscal year; and requiring the Hawaii Film Office to submit an annual report to the Legislature.

RELATING TO CONDOMINIUM ASSOCIATIONS. Requires a condominium association to make available on an internet site the association's general ledgers, project information form (RR-105C), and statement of accounts at no cost to a unit owner or the unit owner's authorized agent. Reduces the reasonable fee a condominium association may charge to provide copies of association documents from $1 per page to 75 cents per page.

RELATING TO REGISTRATION OF TIME SHARES. Provides that applications for registration renewal required by section 514E-10, Hawaii Revised Statutes, shall be deemed approved upon delivery. Provides that any amendment to a required time share plan registration shall be deemed approved by operation of law on the forty-fifth day after the amendment is submitted to the Director of Commerce and Consumer Affairs, unless the Director issues a deficiency letter within that period. Requires the Department of the Attorney General to develop a Human Trafficking Awareness Training Program to educate and train workers in the transient accommodations sector. Requires transient accommodations employers to periodically provide the human trafficking awareness training to certain employees and contract workers; keep records of the training; post signage; and develop and implement a human trafficking prevention policy that includes procedures for the reporting of suspected human trafficking. Establishes penalties. Requires the Department of Labor and Industrial Relations to adopt rules.

Requires all health carriers to allocate, initially, not less than 6% of the carrier's total medical expenditures to primary care providers, with the percentage increasingly incrementally to 12%. Requires health carriers to pay primary care providers directly, rather than through administrative mechanisms. Places restrictions on downcoding and claim modifications. Requires health carriers to ensure access to primary care in rural areas, including access to Primary Care Access Visits and Community Access Primary Care Sites. Requires Insurance Commissioner to administer requirements established in bill. Requires the Department of Human Services Med-QUEST Division to apply the Act, to the extent permitted by federal law and subject to any federal approvals, to Medicaid managed care organizations. Establishes new requirements for the disposition of public lands, including requiring two-thirds approval of each house of the Legislature via concurrent resolution and with a supporting resolution from the Office of Hawaiian Affairs, and applies this requirement to the disposition of public lands to public utilities and renewable energy producers as well. Limits the duration of public land disposition to the United States military to twenty-five years. Requires any new land disposition to the United States military to be accompanied by a clean-up and remediation bond from the United States military to be deposited into the state treasury. Prohibits the Board of Land and Natural Resources from issuing any new land disposition to the United States military until the military, State, and Office of Hawaiian Affairs reach an agreement in principle on certain matters.
