Authorizes the Office of Planning and Sustainable Development to approve the establishment of regional shoreline mitigation districts to facilitate regional coordination by shoreline property owners to address coastal erosion.  Requires the preparation of a regional coastal erosion and sediment management plan for each regional shoreline mitigation district.  Establishes procedures for the review of state and county permits associated with regional shoreline mitigation districts.  Establishes the support and integration of regional coastline erosion and sediment management planning as a policy under the coastal zone management program.  Appropriates moneys and establishes 1.0 FTE temporary position.

RELATING TO THE BANYAN DRIVE COMMUNITY DEVELOPMENT DISTRICT.

Establishes the Banyan Drive Community Development District and the Banyan Drive Community Development District Special Fund.  Specifies the powers and duties of the Hawaii Community Development Authority as it relates to the new development district.

Requires any petitioner for a district boundary amendment to obtain certification from the Commission on Water Resources Management that enough water is available for the project needs without causing harm to the relevant aquifers and provide that certification to the Land Use Commission.

Removes the barrier requiring applicants for professional or vocational licensing to be United States citizens, United States nationals, or persons with work visas.  Allows applicants to provide individual tax identification numbers in lieu of social security numbers if all other requirements are met.

Repeals statutory language that currently authorizes the Department of Law Enforcement to:  (1) inspect a qualifying medical cannabis patient's medical records held by the health provider who issued a written certification for the qualifying patient; and (2) suspend or revoke a health provider's ability to issue written certification for medical cannabis if the provider refuses the foregoing inspection, or if the medical records do not comply with the medical use of cannabis law.

RELATING TO HEALTH CARE.

Establishes a broad definition of "qualified health care provider" in numerous areas of existing law.  Clarifies and standardizes references to specific health care providers.  Updates outdated language to reflect correct terminology.  Makes numerous clarifying and conforming amendments to support these changes, including but not limited to chapters related to health, education, insurance, professions and vocations, the pain patient's bill of rights, the Uniform Probate Code, minors, the Child Protective Act, and the Penal Code.  Repeals the obsolete Hawaii Health Corps.

For policies, contracts, plans, and agreements issued or renewed after 12/31/2026, requires insurers, mutual benefit societies, and health maintenance organizations to provide coverage for standard fertility preservation services for persons undergoing medically necessary treatment that may cause iatrogenic infertility.

RELATING TO STAFFING STANDARDS AT HEALTH CARE FACILITIES.

Requires each hospital to establish a Hospital Registered Nurse Staffing Committee by 9/1/2026.  Requires the Staffing Committee to adopt and file a Staffing Committee Charter with the Department of Labor and Industrial Relations by 1/1/2027.  Requires the Department to develop a Hospital Registered Nurse Staffing Plan Form by 1/1/2027.  Requires each Staffing Committee to adopt and file a Staffing Plan, including minimum registered nurse staffing standards, with the Department by 7/1/2027, and annually thereafter.  Requires hospitals to implement their Staffing Plan by 7/1/2027, and post the Staffing Plan and staffing schedules in publicly accessible areas.  Requires Staffing Committees to receive, review, evaluate, and respond to reports and complaints regarding deviations from the Staffing Plan.  Establishes a variance process allowing hospitals to temporarily deviate from their minimum registered nurse staffing standards.  Establishes an enforcement framework to be administered by the Department, including review of Staffing Plans, complaint investigations, administrative appeals, and civil penalties for violations.  Prohibits retaliation against certain persons who report staffing concerns or participate in enforcement proceedings.  Increases the membership of the Center for Nursing Advisory Board to include three elected officers or governing board members of a labor organization representing registered nurses in the State.  Requires the Center for Nursing to develop and maintain an online dashboard of staffing standards recommended by certain professional specialty organizations.  Requires the Department to adopt rules.  Appropriates funds.

RELATING TO COUNTY LABOR STANDARDS.

Authorizes the counties to require contractors to disclose information regarding its employees' wages, benefits, hours, and employment status and deny, revoke, or suspend a building permit application for violating laws relating to wages, benefits, hours, and employment status, under certain conditions.

RELATING TO SAFETY AT HOME.

Clarifies that a person who uses deadly force in self-defense does not have a duty to retreat if they are in their dwelling or on their property, unless they are the initial aggressor.  Repeals statutory language that permits a person to use deadly force at their place of work.

Part II:  Establishes a Working Group to revise the Hawaii Housing Finance and Development Corporation's Qualified Allocation Plan and propose revisions to the prioritization of the Rental Housing Revolving Fund and the terms of loans made from the Rental Housing Revolving Fund.  Requires a report to the Legislature.  Appropriates funds.  Part III:  Requires the HHFDC to make certain revisions to the 2026 Qualified Allocation Plan.  Part IV:  Prohibits the HHFDC from allocating Low-Income Housing Tax Credits or moneys from the Rental Housing Revolving Fund to projects without a perpetual affordability commitment.

Establishes a statewide system for collecting, auditing, and publicly releasing of de‑identified hospital discharge data.  Requires the State Health Planning and Development Agency to convene a working group. Appropriates funds.

RELATING TO PROTECTED COMMUNITY LOCATIONS.

Establishes statewide standards for state and county agencies, officers, and employees, and recipients of state funds, to limit participation in civil immigration enforcement in or near protected community locations that provide state-funded services related to education, physical or mental health, social services such as shelter care or food assistance, or access to justice, including schools, health care facilities, libraries, shelters, and places of worship.  Requires the Department of Education, State Public Charter School Commission, University of Hawaii, Hawaii Health Systems Corporation, Hawaii State Public Library System, and Hawaii Emergency Management Agency to adopt and post written policies, provide annual staff training, and maintain data privacy protections.  Appropriates funds for implementation by the Attorney General.

Establishes the Maternal Health Monitoring Pilot Program within the Department of Health to offer eligible participants improved maternal health care through remote patient monitoring for maternal hypertension and maternal diabetes.  Appropriates funds for the pilot program.

RELATING TO AN EARLY LEARNING APPRENTICESHIP GRANT PROGRAM.

Establishes an Early Learning Apprenticeship Grant Program to be administered by the University of Hawaii to provide financial support for early learning program service providers in the State to participate in state- or federally-approved early learning apprenticeship programs.  Requires an annual report to the Legislature.  Appropriates funds.

RELATING TO THE BOARD OF REGENTS OF THE UNIVERSITY OF HAWAII.

Requires members of the Board of Regents of the University of Hawaii to attend a governance training within twelve months of appointment and every two years thereafter.  Exempts strategic planning retreats of the Board of Regents of the University of Hawaii from open meeting requirements if certain conditions are met.  Requires the Candidate Advisory Council to ensure that all candidates presented to the Governor for nomination have certain subject matter experience and are not registered lobbyists who have lobbied on matters pertaining to the University of Hawaii.  Requires the Board of Regents of the University of Hawaii, in collaboration with the Candidate Advisory Council, to submit annual reports to the Legislature.

RELATING TO PLANT-BASED FOOD AND DRINKS.

Requires the Departments of Corrections and Rehabilitation, Accounting and General Services, and Health to establish a Plant-Based-By-Default Program for food and drinks offered at state-operated prisons, state-licensed hospitals, and government-sponsored events.  Requires annual reports to the Hawaii Climate Change Mitigation and Adaptation Commission.

RELATING TO HEALTH CARE.

Expands the protections established under Act 2, SLH 2023, to include gender-affirming health care services, including clarifying permitted disclosures of protected health information to address changes in federal regulations.  Establishes protections against abusive litigation.  Prohibits medical malpractice insurers and health carriers from taking certain adverse actions against health care providers solely on the basis that the health care provider provides lawful reproductive health care services or gender-affirming care services.

RELATING TO MENTAL HEALTH.

Amends the existing prohibition on conversion therapy by prohibiting the practice on persons of all ages and the advertisement of such practice.  Explicitly provides that talk therapy in the form of pure speech is exempt from the prohibition on conversion therapy.  Takes effect upon the certification by the Attorney General that the Supreme Court of the United States has overturned the holding in Chiles v. Salazar, 116 F.4th 1178 (10th Cir. 2024).

Beginning 1/1/2027, authorizes county lifeguards providing services at a county or state beach park to administer epinephrine auto-injectors to render emergency care to another person.  Requires the counties to approve training providers and establish standards for the use and administration of epinephrine auto-injectors.  Establishes requirements for health care providers to issue prescriptions for, and pharmacists to dispense, epinephrine auto-injectors to counties or county life guards.  Establishes certain limitations of liability.

Requires the installation of leading pedestrian intervals, accessible pedestrian signals, and other safety improvements, as necessary, at state-owned or operated pedestrian signal heads.  Requires the Department of Transportation, in coordination with the counties, to develop a program that allows pedestrians and community members to request the installation of accessible pedestrian signals at specific intersections.  Appropriates funds.

Requires the Department of Education to develop and implement a statewide Artificial Intelligence Literacy Curricula Plan for students in eleventh and twelfth grades, beginning with the 2027-2028 school year as a condition for graduation.  Establishes the Advisory Council for Artificial Intelligence Education.  Establishes a three-year Artificial Intelligence Education Grant Pilot Program within the Department of Education.  Requires reports to the Legislature.  Appropriates funds.

Requires the exclusive representative for bargaining unit (5) to appoint to the Board of Education a nonvoting public school teacher representative.  Authorizes the nonvoting public school teacher representative to participate in all Board of Education meetings and enter into executive sessions, except in certain matters related to collective bargaining negotiations or personnel matters that may pose a conflict of interest.

Clarifies that public charter school teachers are eligible for incentives under the Teacher National Board Certification Incentive Program.  Increases the bonus per year for each public school teacher and public charter school teacher who maintains current national board certification from $5,000 to $10,000.

Adopts the Psychology Interjurisdictional Compact to regulate the practice of telepsychology and the temporary in-person, face-to-face practice of psychologists when patients are located in compact states other than the state where the psychologist is licensed.  Requires the Department of Commerce and Consumer Affairs to adopt rules to implement and administer the compact.

RELATING TO REMEDIES.

Clarifies the applicability of the statute of repose for actions arising from construction defects.  Repeals the two-year limitation for actions arising from construction defects.  Clarifies the required contents of a notice of claim of construction defect served on a contractor.  Specifies that claimants must comply with the Contractor Repair Act and bars persons from joining a class for failure to comply with the Contractor Repair Act.  Amends the process and time frame for a claimant to accept a contractor's offer to settle or inspect.  Limits the amount a claimant can recover if the claimant rejects a contractor's reasonable proposal for inspection or a reasonable offer to remedy.  Clarifies the consequences of rejecting an offer of settlement.
