RELATING TO LICENSE PLATES. Conditions the issuance of a certificate of inspection upon a vehicle not being equipped with any cover or shield installed over the license plate. Amends the penalty for obstruction of a license plate. Allows state or county parking enforcement officers to issue citations for vehicles with a cover or shield obstructing the license plate. Repeals the requirement that a cover or shield be intended to alter or interfere with the visibility, legibility, or identification of a license plate by law enforcement or traffic enforcement systems.

RELATING TO CONSUMER PROTECTION. Prohibits certain entities from distributing unsolicited mail or electronic mail that is reasonably likely to cause a consumer to believe that a vehicle manufacturer, dealer, mortgage loan originator, mortgage servicer, or insurance company is asking the consumer to send money to extend a vehicle warranty or home warranty, unless certain disclosures are met. Makes contracts that fail to meet disclosure requirements voidable at the option of the consumer.

By 1/1/2028, requires the Department of Human Services, upon obtaining a federal waiver, to establish a pre-release Supplemental Nutrition Assistance Program (SNAP) application process for inmates nearing release. Allows all individuals convicted of an offense involving the possession, use, or distribution of a controlled substance to apply for SNAP benefits, regardless of treatment status.

Requires the Governor or mayor of a county to provide an American Sign Language interpreter during each official announcement broadcast via television or the Internet during a state of emergency. Requires the Governor or mayor of a county to ensure, to the fullest extent possible, that the American Sign Language interpreter's face, body, arms, and hands are visible during the broadcast. Requires a news media outlet to display the American Sign Language interpreter in a picture-in-picture window during broadcasts of official emergency announcements.

Requires the Department of Labor and Industrial Relations, in consultation with the Insurance Commissioner, to establish and implement a five-year voluntary Nontraditional Workforce Portable Health Care Benefit Plan Pilot Program that offers high deductible health plans or catastrophic health plans to nontraditional workers who are ineligible for health benefits provided by the Hawaii Employer-Union Health Benefits Trust Fund or prepaid health care plans under the Prepaid Health Care Act. Requires reports to the Legislature. Appropriates funds.

RELATING TO HEALTH INSURANCE. Establishes a three-year Health Coverage Continuity Pilot Program within the Department of Human Services, in consultation with the Department of Commerce and Consumer Affairs, to assist individuals who have lost Medicaid health insurance coverage and lack access to other health insurance options. Authorizes the Department of Human Services to contract with a nonprofit health insurer or community-based organization to operate the Pilot Program; provided that the Department shall allow the operator to access state-backed reinsurance or risk stabilization support for the operator of the Pilot Program. Authorizes the Department of Human Services to: (1) Issue premium subsidies or vouchers; and (2) Accept employer contributions; provided that the benefit shall be portable and follow the individual without imposing compliance or administrative obligations on the State or an employer. Requires reports to the Legislature. Repeals 6/30/2029.

RELATING TO HEALTH SAVINGS ACCOUNTS. For taxable years beginning 1/1/2026, establishes a tiered nonrefundable tax credit for qualified taxpayer insurers that offer one or more federally qualified health savings account‑eligible high deductible health plans in the State, under certain conditions, and increasing the tax credit to incentivize more plans being written in rural medically underserved areas of the State. Requires qualified taxpayer insurers to match up to a certain amount of a policyholder's first-time contribution into a health savings account. Sunsets 12/31/2030.

RELATING TO SENTENCING. Limits the maximum term of imprisonment for misdemeanors, or for offenses punishable by up to or not exceeding one year, to three hundred sixty-four days. Repeals existing law that preempts local ordinances or regulations that regulate the sale of cigarettes, tobacco products, and electronic smoking devices and voids any existing local laws and regulations conflicting with the state law governing smoking. Allows counties to adopt ordinances that regulate the sale of cigarettes, tobacco products, and electronic smoking devices that do not conflict with and are more stringent than the state law that governs smoking.

RELATING TO TRANSPORTATION. Establishes safe riding behaviors for electric bicycles. Prohibits the operation of high-speed electric devices in certain locations. Beginning 12/31/2026, establishes labeling and signage requirements for electric bicycles. Prohibits the operation of a moped or electric motorcycle in certain locations. Amends the definition of "bicycle" for purposes of county vehicular taxes. Defines "electric bicycle" in place of "low-speed electric bicycle". Defines "electric micro-mobility device" and requires the same regulations as electric foot scooters. Prohibits a person under the age of sixteen from operating a class 3 electric bicycle. Authorizes a person under the age of fourteen to operate class 2 electric bicycles under supervision. Prohibits a person from riding a class 3 electric bicycle on a sidewalk. Authorizes a person to ride a class 1 or class 2 electric bicycle on a sidewalk under certain circumstances. Prohibits a person from operating a bicycle or electric foot scooter under the age of eighteen without a helmet. Repeals the requirement that moped drivers use bicycle lanes. Substitutes the term "motor-driven cycle" with the term "motor scooter".

RELATING TO CHILD WELFARE SERVICES. Establishes a working group within the Judiciary to improve family court processes, including access to legal representation for youth in the child welfare system. Appropriates funds for the working group.

RELATING TO ENERGY EFFICIENCY. Requires each state agency to expeditiously use energy efficient lighting. Requires the Hawaii State Energy Office to provide technical assistance and survey state agencies for compliance, prioritizing first responder facilities. Requires the Department of Accounting and General Services to assist the Hawaii State Energy Office in conducting the survey. Requires a report of the survey to the Legislature.

RELATING TO ENERGY EQUITY. Requires the Public Utilities Commission to establish residential electricity rate structures that prioritize affordability and equity. Requires the Public Utilities Commission to establish a lifeline baseline performance standard, a medical essential needs energy program, and a new tariff. Requires electric utilities to file revised tariffs no later than twelve months after the Public Utilities Commission has issued a final decision and order under this Act. Requires the Public Utilities Commission to convene a stakeholder process for developing and implementing this Act.

RELATING TO ENERGY. Prohibits, after 6/30/2026, the importation or storage of liquefied natural gas; the construction, expansion, or operation of liquefied natural gas infrastructure; and state agencies or counties from issuing a permit or lease that enables the development or expansion of liquefied natural gas, with certain exemptions. Authorizes the Public Utilities Commission and Department of Health to adopt rules for the enforcement and compliance of the prohibition. Repeals a provision from the Hawaii State Planning Act making it a policy of the State to use liquefied natural gas as a transitional, limited-term replacement of petroleum. Prohibits, after 6/30/2026, the approval of a new or renewed purchase agreement that proposes to supply a utility with liquefied natural gas and the modification of an existing liquefied natural gas purchase agreement that proposes to extend the term or increase the amount of liquefied natural gas that is supplied under the existing agreement.

RELATING TO THE ENVIRONMENT. Phases in requirements that all newly manufactured washing machines sold within the State by January 1, 2042, be equipped with a microfiber filter. Requires certification that newly manufactured washing machines have microfiber filters. Establishes penalties.

RELATING TO NEONICOTINOIDS. Beginning 1/1/2027, prohibits the sale, possession, or use of a pesticide containing one or more neonicotinoid pesticides, under certain conditions. Requires the Department of Agriculture and Biosecurity to evaluate the potential impacts of and adopt any necessary control measures for neonicotinoid pesticide use on pollinating insects, native migratory and resident birds, aquatic organisms, and human health.

Requires the Department of Agriculture and Biosecurity to: (1) Establish a four-year Restorative Aquaculture Development Program to reduce aquaculture permit processing time, support aquaculture infrastructure expansion, increase the aquaculture workforce, and pursue federal aquaculture grants; (2) Establish three pilot demonstration sites for restorative aquaculture; and (3) Convene a Restorative Aquaculture Advisory Council. Requires electronic smoking device and e-liquid manufacturers to certify to the Department of Attorney General annually that the manufacturer received a Marketing Granted Order from the federal Food and Drug Administration and that the manufacturer is in compliance with federal regulations and state laws. Requires the Department to compile and make public a directory of all electronic smoking device and e-liquid manufacturers and products duly certified. Establishes penalties for manufacturers that fail to comply with the certification requirements and for other parties that sell products that are not in the directory.

Provides that the definition of a "farm dwelling" includes agricultural activity that is considered a farming operation under section 165-2, HRS, and is conducted on more than 50 per cent of the entire lot.

Appropriate funds for the Department of the Attorney General to provide training to state and county certifying entities so that the policies and processes comply with all federal requirements. Requires state and county law enforcement agencies to notify an individual in the custody of a state or county law enforcement agency of their rights before any interview with the United States Immigration and Customs Enforcement pertaining to certain matters regarding civil immigration violations can commence. Designates all records relating to United States Immigration and Customs Enforcement access to detained individuals provided by a state or local law enforcement agency as public records. Requires state and county law enforcement agencies that have provided the United States Immigration and Customs Enforcement access to a detained individual within the previous year to hold two public forums per year.
