RELATING TO LAND USE DECISION-MAKING. Provides the authority for counties to amend district boundaries up to 25 acres for purposes of residential housing, agricultural workforce housing, long-term rental, or workforce fee simple ownership.

RELATING TO PROPERTY CONVEYANCE. Restructures the conveyance tax to a marginal rate system and adjusts the tax for multifamily properties to reflect value on a per-unit basis. Adjusts allocations of conveyance tax collections to the Land Conservation Fund, and Rental Housing Revolving Fund and adds the Special Land and Development Fund (to fund land acquisition for the Hawaii Statewide Trail and Access Program), and the Dwelling Unit Revolving Fund (to fund infrastructure programs in county-designated transit-oriented development areas). Takes effect 1/1/2027.

RELATING TO COASTAL ZONE MANAGEMENT. Allows public petition to the Public Advisory Board for review of the integrity of beach structures. Requires the Office of Planning and Sustainable Development to request the applicable county agency to order the owner of any beach structure determined to be imminently threatened to resolve, mitigate, and plan for the harmful effects of the beach structure.

RELATING TO ELECTRIC VEHICLE INFRASTRUCTURE. Excludes from the definition of "development", as it applies to special management areas, the construction, installation, maintenance, repair, and replacement of an electric vehicle charging system as a minor structure. Includes the Public Utilities Commission in the development and implementation of plans to meet the long-term goals for zero-emissions transportation in the State.

RELATING TO THE COUNTIES. Requires a statewide permitting data standard developed collaboratively by the Office of Planning and Sustainable Development and the Chief Data Officer. Requires each county to publish monthly updates of building and civil engineering permit data in accordance with that standard. Requires report.
