RELATING TO HABITAT CONSERVATION PLANS. Requires any existing habitat conservation plan that does not include an agreement for emergency medical and rehabilitation services for affected native wildlife to be amended to include such services in the agreement. Effective 7/1/3000. (HD1)

RELATING TO CENTRALIZED ACCESS TO RESOURCES. Requires and appropriates funds for the Hawaii Climate Change Mitigation and Adaptation Commission to develop, implement, and maintain a centralized resource website to connect residents to support and resources to address affordability, health, safety, and the impacts of climate change. Effective 7/1/3000. (HD2)

RELATING TO BIOSECURITY. Amends the amount and expending agency for a fiscal year 2026-2027 appropriation for the Hawaii Invasive Species Council from the Department of Agriculture and Biosecurity to the Department of Land and Natural Resources. Effective 7/1/3000. (HD2)

RELATING TO AGRICULTURE. Clarifies that the disposition of agricultural park lots for commercial activity may occur after the initial development of the agricultural park and regardless of whether the applicable county council approved plans and specifications for the future disposition of lots for commercial activity, with certain exceptions. Authorizes the care and production of swine and swine products within certain agricultural parks and under certain conditions. Effective 7/1/3000. (HD1)

RELATING TO FERAL ANIMALS. Declares feral chickens on public lands as a public nuisance and controllable pest in a city with a population of three hundred thousand or more. Prohibits supporting feral chickens on public lands, including by feeding chickens. Prohibits the abandonment of chickens on public lands or on private property without consent. Establishes fines and authorized enforcing agencies. Appropriates funds for the receipt, handling, and humane disposition of feral chickens that have already been caught. Effective 7/1/3000. (HD2)
