RELATING TO WORKERS' COMPENSATION.

Authorizes an attending physician to request a functional capacity examination and refer an injured employee for the examination without first obtaining permission from the employee's employer in order to assess the employee's ability to return to work.  Allows licensed occupational and physical therapists to be deemed qualified to perform functional capacity examinations.  Effective 1/1/2077.  (SD1)

RELATING TO SCHOOL IMPACT FEES.

Prohibits the Land Use Commission from imposing exactions from a residential development for educational purposes.  Repeals school impact fees.  Abolishes school impact fee subaccounts within the School Facilities Special Fund and transfers unencumbered balances to the School Facilities Special Fund.  Abolishes fair share contribution and impact fee accounts within the DOE Donations – Facilities Trust and transfers unencumbered balances to the School Facilities Special Fund.  Provides that any existing educational contribution agreements executed with the Department of Education or School Facilities Authority before the repeal of school impact fees shall remain in effect.  Transfers existing educational contribution agreements from the Department of Education to the School Facilities Authority.  Repeals a requirement for the School Facilities Authority to report to the Legislature.  Appropriates funds from the School Facilities Special Fund.  Effective 7/1/3000.  (SD1)

RELATING TO HOUSING.

Limits mixed-use developments to transit-oriented developments that include housing along a locally preferred alternative for a mass transit system.  Repeals the sunset date of Act 45, SLH 2024, thereby making permanent the authority of the counties to share in facilitating the development, construction, financing, refinancing, or other provision of mixed-use developments, including low- and moderate-income housing projects, and issue county bonds before 7/1/2033 for this purpose.  Effective 7/1/2050.  (SD1)

RELATING TO HOUSING.

Deems a county inclusionary mandate as a form of development exaction and treats the mandate as a housing affordability impact fee, with certain exemptions.  Prohibits a county from adopting, amending, or enforcing an inclusionary mandate or inclusionary mandates for residential or mixed-use development, under certain circumstances.  Establishes additional requirements for a needs assessment study for a county-imposed inclusionary mandate.  Establishes a criterion that allows luxury residential projects or projects that receive certain discretionary value increases to be subject to inclusionary mandates.  Effective 7/1/3000.  (HD2)

RELATING TO MOTOR VEHICLE REGISTRATION.

Specifies that the county annual vehicle registration fee shall not exceed the state annual motor vehicle registration fee for counties with a population of five hundred thousand or more.  Specifies that counties with a population of five hundred thousand or more are required to spend a certain portion of the collected revenues from county motor vehicle registration fees and weight tax on roadway repair and maintenance.  Specifies that the county annual vehicle weight tax shall not exceed the state annual vehicle weight tax for counties with a population of five hundred thousand or more.  Requires annual reports to the Legislature.  Effective 7/1/3000.  (SD1)

RELATING TO HUMAN SERVICES.

Establishes the Hawaii Benefits Hub Working Group to develop a plan for the governance and implementation of the Hawaii Benefits Hub and related referral, tracking, compliance, and coordination systems.  Requires reports to the Legislature.  Establishes a position within the Office of Enterprise Technology Services.  Appropriates funds.  Effective 7/1/3000.  (SD1)

RELATING TO AGRICULTURAL LOANS.

Authorizes the Department of Agriculture and Biosecurity to package and sell a portion of its agricultural loan portfolio to permitted third parties.  Appropriates funds out of the Agricultural Loans Revolving Fund to increase its expenditure ceiling.  Effective 7/1/2050.  (SD1)

RELATING TO TOWING PRACTICES.

Establishes a Uniform Towing Practices for Public Parking Facilities Working Group within the Department of Transportation to examine existing state and county laws, ordinances, rules, and administrative practices relating to towing from public parking facilities and develop recommendations for uniform standards applicable to towing from state and county parking facilities.  Requires a report to the Legislature.  Effective 7/1/3000.  (SD1)

RELATING TO HOUSING.

Authorizes the Hawaii Housing Finance and Development Corporation to approve and certify general excise tax exemptions for certain housing development projects developed under county housing incentive programs.  Sunsets 7/1/2031.  Effective 7/1/3000.  (SD1)
