MAKING APPROPRIATIONS TO PROVIDE FOR THE EXPENSES OF THE LEGISLATURE, THE AUDITOR, THE LEGISLATIVE REFERENCE BUREAU, THE OMBUDSMAN, AND THE ETHICS COMMISSION. Appropriates funds to provide for the expenses of the Legislature, Auditor, Legislative Reference Bureau, Ombudsman, and Ethics Commission. (HD1)

RELATING TO NON-GENERAL FUNDS. Authorizes the use of moneys in certain special and revolving funds for operation and administration costs of the programs.

RELATING TO THE GENERAL FUND. Provides a tax credit to taxpayers and makes deposits to the emergency and budget reserve fund and other post-employment benefits trust fund pursuant to article VII, section 6, of the Hawaii State Constitution. Appropriates moneys.

RELATING TO THE BUDGET. Establishes the Defeasement Trust Fund within the Department of Budget and Finance for the defeasement of tax-exempt bonds to allow private use of state facilities financed by tax-exempt bonds.

RELATING TO TAXATION. Requires the Director of Taxation to appoint a legal, tax, or accounting professional as an Administrative Rules Officer. Authorizes the Administrative Rules Officer to appoint individuals with suitable experience as Administrative Rules Specialists.

RELATING TO STATE INCOME TAX. Provides that taxable income subject to reporting as distribution on Internal Revenue Service Form 1099-R may be subject to withholding at the taxpayer's election. Requires the Department of Taxation to adopt rules and prescribe forms. Applicable to taxable years beginning after 12/31/2026.

RELATING TO STATE FUNDS. Transfers to the general fund the excess balances of various non-general funds and programs.

RELATING TO A CLEAN FUEL STANDARD. Requires the Department of Transportation to adopt rules by 1/1/2028 governing a clean fuel standard for alternative fuels in the State.

RELATING TO EDUCATION. Establishes a cap on the total number of superintendent-level positions within the Department of Education. Defines "superintendent-level position". Requires the Board of Education to conduct a written performance evaluation of each complex area superintendent every two years. (SD2 PROPOSED)
