RELATING TO PUBLIC SCHOOL LAND TRANSFER. Revises tax map key numbers and the conveyance process by which identified properties are conveyed to the Department of Education pursuant to Act 307, SLH 2022. Directs the conveyance to the County of Kauai and Hawaii State Public Library System of certain lands held by the Department of Education. Clarifies that land dispositions of school buildings, facilities, and grounds made by the DOE shall not require approval from the Board of Land and Natural Resources when these dispositions are for periods exceeding one year. Effective 7/1/3000. (HD1)

RELATING TO STATE CONSTRUCTION PROJECTS. Establishes a five-year Office of the State Construction Manager Pilot Program to provide guidance and recommendations on the design review of state construction projects administered by the Department of Accounting and General Services and Department of Education. Requires the Office to assign employees to the certain county agencies to review and approve permit applications under the Pilot Program. Establishes the Design Review Special Fund. Appropriates funds for the Pilot Program and necessary positions. Effective 7/1/3000. (HD1)

RELATING TO RESIDENTIAL HOUSING UTILITIES. Requires each county board of water supply to publicly disclose through their website service connection availability for residential permitting and construction. Effective 7/1/3000. (HD1)

RELATING TO UNDERGROUND STORAGE TANKS. Requires an owner or operator of an underground storage tank or tank system with a confirmed release to meet certain standards for the restoration of the environment. Effective 7/1/3000. (HD1)

RELATING TO STATE BOATING FACILITIES. Requires the Department of Land and Natural Resources to develop and implement a project to improve portions of Ala Wai Small Boat Harbor, as envisioned by the 2022 University of Hawaii Community Design Center Ala Wai Small Boat Harbor Vision Report. Authorizes the Board of Land and Natural Resources to lease the remaining portion of Ala Wai Small Boat Harbor; provided that the lease shall expire on or before 6/30/2046. Repeals provisions relating to the leasing of certain fast and submerged lands of Ala Wai Small Boat Harbor. Requires annual reports to the Legislature. (SD2)

RELATING TO MARINE AFFAIRS. Declares that the State is an ocean cluster. Establishes the Office of Marine Affairs and Marine Affairs Task Force within the Hawaii Technology Development Corporation. Establishes and appropriates funds for the Marine Affairs Coordinator position. Repeals the powers and duties of the Department of Business, Economic Development, and Tourism in marine affairs. Transfers the employees and functions of the Governor's Advisory Committee on Marine Affairs to the Office of Marine Affairs. Effective 7/1/2050. (HD1)

RELATING TO RECORDS. Removes outdated requirements and formats for plans filed with the registrar's office. Updates permissible drawing scales used in plans. Clarifies that statutory filing fees are set pursuant to the rules adopted by the Department of Accounting and General Services. Repeals obsolete terms such as "blueprint." Authorizes the Department of Accounting and General Services to approve the format of plans. (SD1)

RELATING TO NATURAL RESOURCES. Appropriates moneys to the Department of Health for the development and implementation of the Comprehensive Watershed-based Water Quality Monitoring Pilot Program for the Waikele Watershed. Requires report to the Legislature. Appropriates moneys to the Division of Aquatic Resources of the Department of Land and Natural Resources for mangrove removal and shoreline and stream maintenance in the Nineteenth Senatorial District and nearby areas, including the West Loch and Middle Loch shorelines. Effective 7/1/2050. (SD2)

RELATING TO CONSERVATION. Requires the Board of Land and Natural Resources to adopt rules that implement wildlife viewing guidelines that substantially conform to the wildlife viewing guidelines issued by the National Oceanic and Atmospheric Administration. Requires annual reports to the Legislature until rules are adopted. Effective 7/1/2050. (SD1)

RELATING TO STATE FACILITIES. Exempts concessions within the Stadium Facility from chapter 102, HRS. Allows the naming rights of the Stadium Facility to be leased to any public or private entity. Requires any revenues derived from advertising or marketing in or on the Stadium Facility to be deposited into the Stadium Development Special Fund. Authorizes the display of the name of any entity that leased the naming rights to a stadium operated by the Stadium Authority on the exterior of the stadium. Effective 7/1/3000. (HD1)

RELATING TO GOVERNMENT LEASES. Requires that real property leases between state government entities cost no more than $1 per year. Exempts leases from this requirement if the real property subject to the lease is being used by a department to meet a core responsibility of that department. (SD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
