RELATING TO PROTECTING HAWAII'S FISHERIES.

Requires the Board of Land and Natural Resources to adopt rules no later than June 30, 2027, establishing a statewide daily bag limit of ten ʻamaʻama per person during the open season.

MAKING APPROPRIATIONS TO THE CITY AND COUNTY OF HONOLULU.

Appropriates moneys to the Department of Housing and Land Management and Department of Design and Construction of the City and County of Honolulu as grants‑in-aid to comply with the requirements of Act 206, SLH 2017, and Act 210, SLH 2018.

RELATING TO THE BANYAN DRIVE-MAKAOKŪ COMMUNITY DEVELOPMENT DISTRICT.

Establishes the Banyan Drive-Makaokū Community Development District as an entity within the Hawaii Community Development Authority.  Establishes the Banyan Drive-Makaokū Community Development District Special Fund.  Specifies the powers and duties of the Authority as it relates to the new development district and amends the composition of the Authority to include representatives of the new development district.  Appropriates funds.

RELATING TO HOUSING.

Repeals the sunset date of Act 45, SLH 2024, thereby making permanent the authority of the counties to share in facilitating the development, construction, financing, refinancing, or other provision of mixed-use developments, including low- and moderate-income housing projects, and issue county bonds for this purpose.  Effective 7/1/3000.  (HD1)

RELATING TO GOVERNMENT.

Amends Act 289, SLH 2025, to replace the Senior Residence at Iwilei parcel with the Westridge parcel, change the transfer date for the Alii Tower parcel to 12/31/2026, change the deadline for approval by the City and County of Honolulu to 12/31/2027, and change the repeal date to 1/1/2028.  Effective 7/1/3000.  (HD1)

Status

RELATING TO THE HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION.

Removes the prohibition against qualified residents for Hawaii Housing Finance and Development Corporation-approved projects holding a majority interest in land and removes the requirement that qualified residents demonstrate financial viability or ability to pay rent.  Amends exemptions from statutes, ordinances, charter provisions, and rules for certain housing projects developed by the Corporation that satisfy certain conditions, including requirements related to employment, owner-occupancy, and deed restrictions.  Effective 7/1/3000.  (HD1)

RELATING TO AGRICULTURE.

Clarifies that the disposition of agricultural park lots for commercial activity may occur after the initial development of the agricultural park and regardless of whether the applicable county council approved plans and specifications for the future disposition of lots for commercial activity, with certain exceptions.  Authorizes the care and production of swine and swine products within certain agricultural parks and under certain conditions.  Effective 7/1/3000.  (HD1)

RELATING TO CENTRALIZED ACCESS TO RESOURCES.

Requires and appropriates funds for the Hawaii Climate Change Mitigation and Adaptation Commission to develop, implement, and maintain a centralized resource website to connect residents to support and resources to address affordability, health, safety, and the impacts of climate change.  Effective 7/1/3000.  (HD1)

RELATING TO RENEWABLE ENERGY.

By 7/1/2027, requires government entities in the State that issue building permits to establish a self‑certification process for behind‑the‑meter, customer‑sited solar distributed energy resource systems that deems permit applications approved and allows applicants to proceed to build solar distributed energy resource systems immediately.  Requires government entities in the State that issue building permits to develop guidance for determining specific conditions when a Federal Emergency Management Agency-mandated No-Rise Certification is not required for a solar distributed energy resource system located in a regulatory floodway.  Effective 7/1/3000.  (HD1)

RELATING TO AGRICULTURAL PARK LEASES.

Repeals the requirement for land covered by an agricultural park lease with a remaining term of fifteen years or less to be located in a county having a population of less than five hundred thousand in order for the Department of Agriculture and Biosecurity to extend the lease.  Effective 7/1/3000.  (HD1)

RELATING TO THE UNIVERSITY OF HAWAII.

Authorizes the University of Hawaii to engage in enterprise-related activities for educational purposes, under certain circumstances.  Effective 7/1/3000.  (HD1)
