Status

RELATING TO LAND USE.

Requires any petitioner for a district boundary amendment to obtain certification from the Commission on Water Resources Management that enough water is available for the project needs without causing harm to the relevant aquifers and provide that certification to the Land Use Commission.

Status

RELATING TO RAINWATER CATCHMENT SYSTEMS.

Requires the counties to allow for the installation and operation of rainwater catchment systems for potable and non-potable uses on all properties.  Authorizes the counties to regulate and enforce standards for the use of rainwater catchment systems.

Status

RELATING TO STORMWATER MANAGEMENT SYSTEMS.

Exempts agricultural ponds and low-risk green stormwater infrastructure from regulations covering retention ponds.  Defines agricultural ponds and low-risk green stormwater infrastructure.

Status

RELATING TO RED HILL.

Appropriates funds for studies on remediation of substances released from the Red Hill Bulk Fuel Storage Facility; environmental monitoring and testing; research on groundwater modeling and sampling; and independent testing and verification of water data, to be published on a public dashboard.  Requires the Department of Land and Natural Resources to seek reimbursement from the United States Department of Defense.

Status

RELATING TO LAND USE.

Authorizes rodeos and rodeo activities on lands that are zoned for agricultural use.  Defines the term "rodeo and rodeo activities".

Status

RELATING TO LANDFILL UNITS.

Beginning 7/1/2026, prohibits the construction, modification, or expansion of a landfill unit, or any component of a landfill unit, within the no-pass zone in a county with a population greater than five hundred thousand, with certain exemptions.

Status

RELATING TO NOTARIES PUBLIC.

Requires the Bureau of Conveyances to void any recorded instrument that was fraudulently notarized when attested to by the purported notary public.  Requires the Bureau of Conveyance to allow title holders to suspend additional recordings on their title, unless given prior authorization by the title holder, subject to certain limitations.

Status

RELATING TO HISTORIC PRESERVATION.

Authorizes SHPD to conduct a phased review of a proposed project on private property under certain circumstances.  Amends the process and deadlines by which SHPD must provide written concurrence or non-concurrence for a proposed project on private property or other project that requires entitlement for use, after which concurrence may be assumed and the project may proceed.

Status

RELATING TO LIGHT POLLUTION.

Beginning 7/1/2027, establishes outdoor light fixture requirements throughout the State.

Status

RELATING TO COUNTY LABOR STANDARDS.

Authorizes the counties to require contractors to disclose information regarding its employees' wages, benefits, hours, and employment status and deny, revoke, or suspend a building permit application for violating laws relating to wages, benefits, hours, and employment status, under certain conditions.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
