RELATING TO PEDESTRIANS.

Establishes that fines for pedestrian violations under chapter 291C, Hawaii Revised Statutes, shall not exceed $25.  Requires state and county agencies to revise applicable schedules of fines, rules, and procedures to comply with the monetary limit.  Effective 7/1/3000.  (HD2)

RELATING TO A GENERAL EXCISE TAX EXEMPTION FOR AIRCRAFT MAINTENANCE.

Provides a general excise tax exemption for the sale of material, parts, or tools used for aircraft service and maintenance or for the construction of an aircraft service and maintenance facility.  Effective 7/1/3000.  (HD1)

RELATING TO TRANSPORTATION.

Authorizes supporting documents used to transfer ownership of a motor vehicle to an insurance company after payment of damages from the result of a total loss insurance settlement to be signed electronically.  Requires insurance companies to indemnify and hold harmless the Director of Finance for any claims resulting from the issuance of motor vehicle titles utilizing documents signed electronically without a notary.  Effective 7/1/3000.  (HD2)

RELATING TO TRAFFIC SAFETY.

Part I:  Requires drivers approaching stationary vehicles displaying warning signals to slow down and make a lane change if possible and safe to do so.  Part II:  Prohibits the operation of a pickup truck with a passenger seated in the bed or load-carrying area on roadways with posted speed limits of forty-six miles per hour or higher and roadways with three or more lanes traveling in the same direction.  Provides certain exemptions from passenger restrictions.  Increases the minimum age to ride in the bed or load-carrying area of a pickup truck while in operation from twelve years of age to eighteen years of age.  Effective 7/1/3000.  (HD2)

RELATING TO TRANSPORTATION AFFORDABILITY.

Requires the Department of Transportation to establish a clean vehicle rebate program to provide rebates for the purchase or lease of new and used zero-emission vehicles and plug-in hybrid electric vehicles.  Establishes the clean vehicle special fund.  Beginning 1/1/2027, establishes a transportation affordability and energy security tax.  Effective 7/1/3000.  (HD2)
