RELATING TO COMMERCIAL DRIVERS LICENSING. Amends requirements to commercial driver's license qualification standards to meet current federal regulations to allow the State to issue a limited-term non-domiciled commercial learner's permit and non-domiciled commercial driver's license for applicants who are unable to provide proof of citizenship or lawful permanent residency. Effective 7/1/3000. (HD1)

RELATING TO NATURAL RESOURCES. Appropriates funds to the Department of Transportation for the removal of overgrown vegetation from the Kainahola Stream. Effective 7/1/3000. (HD1)

RELATING TO PORT PILOTAGE. Clarifies the consulting role and responsibilities of the Department of Transportation in the Department of Commerce and Consumer Affairs' development and implementation of pilot licensure standards, requirements, and criteria. Repeals the inclusion of Port Allen as part of the waters of the State that are regulated by statutory pilotage requirements. Effective 7/1/3000. (HD1)

RELATING TO THE DEPARTMENT OF TRANSPORTATION. Establishes the noise detection camera program in the Department of Transportation for the installation of noise detection cameras for the enforcement of noise control laws. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO TRANSPORTATION. Authorizes the Department of Transportation to designate airport special districts within airports statewide. Increases penalties for certain aeronautics law violations by reclassifying them from civil violations to petty misdemeanors. Effective 7/1/3000. (HD2)
