RELATING TO ADMINISTRATIVE LICENSE REVOCATION. Clarifies administrative driver's license revocation procedures by requiring timely disclosure of documents, aligning review timelines, and standardizing administrative review and hearing processes.

RELATING TO INTERISLAND AIR SERVICE. Establishes a Hawaii Interisland Air Service Stability and Transformation Program to be administered by the Department of Taxation. Requires a covered interisland air service operator to issue an equity interest to the State as a condition of participation in the Hawaii Interisland Air Service Stability and Transformation Program. Establishes the Interisland Air Service Stability and Transformation Tax Credit. Sunsets 6/30/2036.

RELATING TO TAXATION. Eliminates state taxes on gasoline and diesel fuel for motor vehicles.

RELATING TO COMMERCIAL DRIVER'S LICENSES. Lowers the age of who may drive commercially within the State from nineteen to eighteen. Repeals the requirement that a person only operates category 3 vehicles to qualify to drive commercially in the State. Requires the Department of Transportation to amend its rules to lower the minimum age required for a commercial driver's license.

RELATING TO TRANSPORTATION. Exempts persons operating wing-in-ground craft from the application of the Hawaii Water Carriers Act. Defines "wing‑in‑ground craft."
