RELATING TO PARKING. Prohibits minimum off-street parking requirements for new developments or redevelopment projects located in transit‑oriented development infrastructure improvement program areas.

RELATING TO MOTOR VEHICLES. Authorizes a person to remove their name from a certificate of registration from a motor vehicle if that person is party to a divorce decree that states that title to the motor vehicle was granted to the other party.

RELATING TO PUBLIC TRANSIT. Establishes within the Department of Transportation a fare-free youth transit program, to be coordinated with the counties. Establishes a fare-free youth transit program special fund. Requires biannual evaluations of the new program and special fund. Allocates moneys from the environmental response, energy, and food security tax to the fare-free youth transit program special fund. Appropriates moneys into and out of the fare-free youth transit program special fund. Requires reports to the Legislature.

RELATING TO TRANSPORTATION. Requires the installation of leading pedestrian intervals, accessible pedestrian signals, and other safety improvements, as necessary, at state-owned or operated pedestrian signal heads. Requires the Department of Transportation, in coordination with the counties, to develop a program that allows pedestrians and community members to request the installation of accessible pedestrian signals at specific intersections. Appropriates funds.

· The number of oral testifiers and/or time allotted to each testifier may be limited by the Chair when necessary to adhere to the committee hearing schedule. We may not be able to accommodate everyone who requests to testify orally.
· Testifiers for this hearing will be limited to 2 minutes each.
