Appropriates an unspecified sum from the state highway fund for the Department of Transportation to install all-way crosswalks at sites abutting school properties.  (SD2)

RELATING TO HARBOR SAFETY.

Repeals the sunset provisions of part III of chapter 266, Hawaii Revised Statutes, thereby making permanent the requirement that the Department of Transportation ensure that the securing of mooring lines from vessels to commercial docks, wharves, piers, quays, and landings be performed by labor subject to collective bargaining.

RELATING TO TRANSPORTATION.

Requires the Department of Transportation to assess a per passenger head fee against cruise ships docking in the State's commercial harbors in addition to existing port user fees.  Establishes the Cruise Ship Special Fund.  Repeals existing law imposing the Transient Accommodations Tax on cruise ships, effective retroactive to 1/1/2026.  Effective 7/1/2050.  (SD2)

RELATING TO FEDERAL MILITARY INSTALLATIONS.

Authorizes the Department of Transportation to enter into agreements with the United States Department of Defense for the provision of services at federal military installations, provided that only federal funds are used and title 23 United States Code federal highway funds are excluded.  Authorizes charging an administrative fee.  (SD1)

Status

RELATING TO TRANSPORTATION ENVIRONMENTAL REVIEW.

Authorizes the Department of Transportation to assume responsibilities under the National Environmental Policy Act of 1969 for highway projects, as well as railroad, public transportation, or multimodal projects within the State, allowing streamlined environmental reviews.  Provides a limited waiver of sovereign immunity to comply with federal requirements under 23 United States Code sections 326 and 327.  (SD2)

RELATING TO TRAFFIC INFRACTIONS.

Establishes a Traffic Fines Task Force that will examine the Finnish tiered traffic fines system, determine whether a similar system could be implemented in the State, and provide recommendations as to how a system could best be implemented.  Appropriates funds.  (SD1)

RELATING TO TRANSPORTATION.

Restricts motor vehicles that tow a motor vehicle or trailer from the far left lane on roads with three or more lanes going in the same direction with exemptions.  Specifies penalties for restricted motor vehicles who drive in the far left lane on roads with three or more lanes moving in the same direction.  Applies restrictions and penalties to a county with a population of 500,000 or more.  (SD1)

Status

RELATING TO TRANSPORTATION.

Authorizes supporting documents used to transfer ownership of a motor vehicle to an insurer after payment of damages from the result of a total loss insurance settlement to be signed electronically.  Requires insurance companies to indemnify and hold harmless the Director of Finance for any claims resulting from the issuance of motor vehicle titles utilizing documents signed electronically without a notary.  Effective 7/1/2050.  (SD2)

Status

RELATING TO MOTOR VEHICLES.

Authorizes the impoundment of motor vehicles when certain traffic violations have been alleged or committed.  Provides that if a law enforcement officer lawfully stops a motor vehicle and the operator is cited for driving without a valid license, the officer shall not permit the operator to resume the use of the motor vehicle.  Requires the motor vehicle to be moved by a licensed driver or towed at the owner's expense.  Provides that the cited operator is responsible for arranging the operator's transportation from the scene of the stop.  Effective 3/22/2075.  (SD2)

Status

RELATING TO MOTOR VEHICLES.

Requires new number plates and tags or emblems for used motor vehicles transferred between private individuals.  Requires each county Director of Finance to notify all applicable state and local agencies upon receipt of official notification of a vehicle transfer from a transferor.  Requires each county Director of Finance to establish a centralized notification system for applicable agencies for every vehicle transfer by 7/1/2028.  (SD2)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
