RELATING TO THE DEPARTMENT OF TRANSPORTATION.

Establishes the noise detection camera program in the Department of Transportation for the installation of noise detection cameras for the enforcement of noise control laws.

Status

RELATING TO COMMERCIAL DRIVER'S LICENSES.

Lowers the age of who may drive commercially within the State from nineteen to eighteen.  Repeals the requirement that a person only operates category 3 vehicles to qualify to drive commercially in the State.  Requires the Department of Transportation to amend its rules to lower the minimum age required for a commercial driver's license.

RELATING TO TRANSPORTATION.

Authorizes the Department of Transportation to designate airport special district zones within airports statewide.  Adds a new HRS section to help prevent unauthorized access and enhance security.  Effective 07/01/26.

Establishes a Hilo-Kona transportation pilot program within the Department of Business, Economic Development, and Tourism to study, plan, evaluate, implement, and trial transportation routes and services connecting Hilo and Kona.  Effective 7/1/3000.  (HD1)

RELATING TO COMMERCIAL PORT ADMINISTRATION.

Renames the Harbors Division of the Department of Transportation to the Commercial Ports Division and distinguishes between the terms "harbor" and "commercial port" throughout the statutes.

Clarifies the consulting role and responsibilities of the Department of Transportation in the Department of Commerce and Consumer Affairs' development and implementation of pilot licensure standards, requirements, and criteria.

Allows applicants for driver's permit, driver's license, or civil identification cards to request a nonapparent disability notation on their permit, license, or identification card.

Exempts emergency medical services personnel from commercial driver's license requirements.  Amends the definition of "authorized emergency vehicle" under State Traffic Code to replace ambulances with emergency medical services vehicles.

MAKING AN APPROPRIATION TO THE DEPARTMENT OF INFORMATION TECHNOLOGY OF THE CITY AND COUNTY OF HONOLULU.

Appropriates moneys as a grant-in-aid to the City and County of Honolulu's Department of Information Technology to upgrade the driver's license and motor vehicle application systems.

RELATING TO DRIVING WITHOUT A LICENSE.

Makes a second conviction for operating a motor vehicle without a license within a five-year period a Class A felony if the defendant's actions result in the death of another person.  Adds forfeiture of a vehicle as a penalty on a second conviction for operating a motor vehicle without a license within a five-year period.

RELATING TO ADMINISTRATIVE LICENSE REVOCATION.

Clarifies administrative driver's license revocation procedures by requiring timely disclosure of documents, aligning review timelines, and standardizing administrative review and hearing processes.

RELATING TO RENEWAL OF DRIVER'S LICENSES.

Requires applicants for driver's license renewal to complete an educational course that includes a road safety video developed by the Department of Transportation and a written examination.

Status

RELATING TO TRANSPORTATION.

Restricts motor vehicles that tow a motor vehicle or trailer from the far left lane on roads with three or more lanes going in the same direction with exemptions.  Specifies penalties for restricted motor vehicles who drive in the far left lane on roads with three or more lanes moving in the same direction.  Applies restrictions and penalties to a county with a population of 500,000 or more.

RELATING TO TRANSPORTATION.

Exempts persons operating wing-in-ground craft from the application of the Hawaii Water Carriers Act.  Defines "wing‑in‑ground craft."

RELATING TO HOUSING.

Authorizes the construction and occupation of self-contained relocatable housing units, with certain restrictions.  Effective 7/1/3000.  (HD1)

Status

RELATING TO TRANSPORTATION.

Requires unencumbered and unexpended revenues from the Automated Speed Enforcement Systems Program Special Fund in excess of $12,000,000 as of June 30 of each year to lapse to the general fund.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
