Status

RELATING TO A GENERAL EXCISE TAX EXEMPTION FOR AIRCRAFT MAINTENANCE.

Provides a general excise tax exemption for the sale of material, parts, or tools used for aircraft service and maintenance or for the construction of an aircraft service and maintenance facility.

Status

RELATING TO WATER CARRIERS.

Authorizes the Public Utilities Commission to establish automatic adjustment mechanisms to address economic factors sua sponte or on application by a water carrier.  Requires the Public Utilities Commission to establish a water carrier inflationary cost index automatic adjustment mechanism. Authorizes the Public Utilities Commissions to waive or exempt any water carrier from any requirement under the Hawaii Water Carrier Act.

Status

RELATING TO TRANSPORTATION.

Authorizes supporting documents used to transfer ownership of a motor vehicle to an insurer after payment of damages from the result of a total loss insurance settlement to be signed electronically.  Requires insurance companies to indemnify and hold harmless the Director of Finance for any claims resulting from the issuance of motor vehicle titles utilizing documents signed electronically without a notary.  Effective 1/1/2027.

RELATING TO VEHICLE TRANSFERS.

Requires each county Director of Finance to notify all applicable state and local agencies upon receipt of official notification of a vehicle transfer from a transferor.  Requires each county Director of Finance to establish a centralized notification system to applicable agencies for every vehicle transfer by 7/1/2027.

Status

RELATING TO HELMETS.

Increases the age of an individual who is required to wear a helmet for electric foot scooters and bicycles.  Prohibits a person from operating a high-speed electric bicycle, or a class 3 electric bicycle, unless that person wears a helmet.

RELATING TO DEAF INDIVIDUALS.

Authorizes deaf motor vehicle owners to register their vehicle as being owned by a deaf individual so that a deafness designation appears when a law enforcement officer accesses the motor vehicle's information.

RELATING TO PARKING FOR DISABLED PERSONS.

Beginning 7/1/27, increases the number of required accessible and van accessible parking spaces in parking lots with more than twenty-five parking spaces that are covered by title II or III of the Americans with Disabilities Act.

Status

RELATING TO LICENSE PLATES.

Conditions the issuance of a certificate of inspection upon a vehicle not being equipped with any cover or shield installed over the license plate.  Amends the penalty for obstruction of a license plate.  Allows state or county parking enforcement officers to issue citations for vehicles with a cover or shield obstructing the license plate.  Repeals the requirement that a cover or shield be intended to alter or interfere with the visibility, legibility, or identification of a license plate by law enforcement or traffic enforcement systems.

RELATING TO PUBLIC SAFETY.

Establishes, for a city with a population greater than three hundred thousand, enforcement procedures to prevent domiciling or storing of personal property on public property within a bus stop area, if a person does not intend to use the public transportation services.

RELATING TO INJURIOUS MATERIALS.

Prohibits placing, dropping, or leaving injurious materials on highways, lanes, roads, streets, and alleys.

RELATING TO TRAFFIC SAFETY.

Requires drivers of vehicles approaching stationary motor vehicles stopped on the shoulder or roadside due to a traffic collision or vehicle maintenance or mechanical problem to slow down and make a lane change if necessary.

Status

RELATING TO PEDESTRIANS.

Establishes that fines for pedestrian violations under chapter 291C, Hawaii Revised Statutes, shall not exceed $25.  Requires state and county agencies to revise applicable schedules of fines, rules, and procedures to comply with the monetary limit.

Status

RELATING TO TRANSPORTATION.

Requires the installation of leading pedestrian intervals, accessible pedestrian signals, and other safety improvements, as necessary, at state-owned or operated pedestrian signal heads.  Requires the Department of Transportation, in coordination with the counties, to develop a program that allows pedestrians and community members to request the installation of accessible pedestrian signals at specific intersections.  Appropriates funds.

Status

RELATING TO THE STATEWIDE TRAFFIC CODE.

Removes references to countdown timers as it relates to pedestrian-control signals, including the requirement that pedestrians must begin crossing a roadway before a countdown timer begins.

RELATING TO PEDESTRIANS.

Specifies that the driver of a vehicle must wait until a pedestrian has crossed half of the crosswalk plus an additional lane of the roadway before the driver can proceed.

Status

RELATING TO PEDESTRIAN SAFETY.

Clarifies driver's obligations at crosswalks.  Requires drivers to stop and remain stopped for pedestrians in crosswalks.  Strengthens penalties for traffic violations, particularly in school zones.  Creates additional criminal penalties when pedestrians suffer bodily injury.  Provides heightened protections for blind and visually impaired pedestrians.

Status

RELATING TO PEDESTRIANS.

Requires the driver of a vehicle to stop for a pedestrian who is crossing the roadway within a crosswalk and not to proceed until the pedestrian has completely exited the crosswalk and the driver can safely proceed.

Status

RELATING TO THE MAKAKILO DRIVE EXTENSION PROJECT.

Transfers land from the City and County of Honolulu to the Department of Transportation to complete the Makakilo Drive Extension project.  Establishes the Makakilo Drive Extension Task Force to coordinate the project.  Authorizes use of the Hawaii green infrastructure special fund to support sustainable design elements of the project.  Appropriates funds.

Status

RELATING TO THE DEPARTMENT OF TRANSPORTATION.

Requires the Hawaii Department of Transportation to identify any roadways other than Makakilo Drive that may be used as emergency egress routes in Makakilo.  Requires the Department to plan for, design, and construct an emergency egress route in Makakilo under certain circumstances.  Appropriates moneys.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
