The Simplifying Permitting for Enhanced Economic Development (SPEED) Task Force was created by Act 133 (SLH 2025) and House Concurrent Resolution No. 157 to identity actions taken, challenges encountered, and legislative measures necessary to facilitate, expedite, and coordinate state and intergovernmental development permit processes.

The Chair will report to the Task Force on the SPEED Task Force orientation presentations delivered to stakeholder groups statewide, highlighting outreach efforts for permitting reform.
The Building Permit PIG will present on their scope, investigations, and recommendations. The team will summarize their work and clearly guide the full board through their findings. This meeting will emphasize presentation of the material for public understanding. While there will be no Q&A immediately following the presentation on this date, discussion, debate, and voting on the recommendations will be scheduled for a January 6, 2026 meeting.
The Chapter 6E/Historic Preservation PIG will present on their scope, investigations, and recommendations. The team will summarize their work and clearly guide the full board through their findings. This meeting will emphasize presentation of the material for public understanding. While there will be no Q&A immediately following the presentation on this date, discussion, debate, and voting on the recommendations will be scheduled for a January 6, 2026 meeting.
The Individual Wastewater Systems PIG will
report on their scope, investigations, and recommendations. The team will
summarize their work and clearly guide the full board through their findings. This meeting will emphasize presentation of the material
for public understanding. While there will be no Q&A immediately following
the presentation on this date, discussion, debate, and voting on the
recommendations will be scheduled for a January 6, 2026 meeting.
A lead member will be designated to plan and organize the SPEED Summit. This member will coordinate agenda development, venue and date selection, partner and agency outreach across all counties, speaker invitations, communications, and budget tracking.

Every effort will be made to incorporate all testimony received after this date, but materials received on the day of the meeting or improperly identified or directed may not be processed. · Written testimony should be clearly labelled with the testifier's name and the appropriate agenda item. · Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony. · When submitting public testimony via email, include "Public Testimony" in the subject line.
