2. Chair’s Report on Speed Task Force
The Chair will report to the Task Force on the SPEED Task Force orientation presentations delivered to stakeholder groups statewide, highlighting outreach efforts for permitting reform.
3. 2026 Legislative Session Review
The Task Force will review the outcomes of the 2026 Legislative Session,
including bills and measures that passed, failed, or were amended that may
affect permitting and related regulatory processes. Members will discuss how
legislative outcomes may impact the SPEED Task Force’s ongoing work, permitted
interaction groups, future recommendations, and broader efforts to improve the
efficiency, transparency, and effectiveness of Hawaiʻi’s permitting
processes.
4. SPEED Draft Report
The Task Force will review and discuss the draft SPEED Report, including proposed findings, recommendations, and supporting information developed through Task Force meetings and permitted interaction group discussions. Members may provide feedback on the structure, content, and key policy recommendations to ensure the report accurately reflects the Task Force’s work and advances efforts to improve the efficiency, transparency, and effectiveness of Hawaiʻi’s permitting processes.
5. SPEED Summit Update
The chair will give an update on the progress and planning for the SPEED Summit that will take place on January 15th, 2027, at Sheraton Waikiki from 7:30AM – 7:30PM. The summit will convene leaders and stakeholders from across Hawaiʻi to share ideas, align around solutions, and advance meaningful permitting reform. Through featured discussions, breakout sessions, and networking opportunities, attendees will help shape the next steps toward a more efficient, transparent, and effective permitting system for our state.
6. Presentations on Water and Wells
The Commission on Water Resource Management will present an overview of water and wells permitting process, providing a step-by-step explanation from application to final approval. The presentation will help the task force understand the different experiences and requirements that new homeowners, family businesses, residential developers, and commercial developers encounter when undertaking new builds, renovations, or conversions. This overview aims to identify common challenges, workflow structures, and opportunities for improvement. The presentation will be followed by a Question and Answer (Q&A) session, allowing task force members to engage directly with Commission on Water Resource Management officials and gain deeper insight into their permitting system.
7. Presentations on District Boundary Amendment
The Land Use Commission will present an overview of its current District Boundary Amendment process to reclassify land use designations through a petition providing a step-by-step explanation from application to final approval. The presentation will help the task force understand the different experiences and requirements that new homeowners, family businesses, residential developers, and commercial developers encounter when undertaking new builds, renovations, or conversions. This overview aims to identify common challenges, workflow structures, and opportunities for improvement. The presentation will be followed by a Question and Answer (Q&A) session, allowing task force members to engage directly with the Land Use Commission officials and gain deeper insight into their amendment process.
8. Presentations on Building Codes
The State Building Code Council will present an overview of adoption of building codes and cycles, and how building codes affect the permitting process and entities involved in creating buildings codes. The presentation will help the task force understand the different experiences and requirements that new homeowners, family businesses, residential developers, and commercial developers encounter when undertaking new builds, renovations, or conversions. This overview aims to identify common challenges, workflow structures, and opportunities for improvement. The presentation will be followed by a Question and Answer (Q&A) session, allowing task force members to engage directly with State Building Code Council officials and gain deeper insight into their permitting system.
9. Establishment of Three Permitted Interaction Groups (PIGS)
The Task Force will establish three Permitted Interaction Groups (PIGs) to focus on specific areas of the permitting process: 1) the Building Code PIG, 2) the Water and Wells PIG, and 3) the District Boundary Amendment PIG. Each PIG will be responsible for investigating and developing a list of recommendations to present to the full task force. The scope of the investigation and the scope of each member’s authority for each PIG will be defined. Members are encouraged to indicate their interest in joining one or more of these PIGs during the meeting.

Every effort will be made to incorporate all testimony received after this date, but materials received on the day of the meeting or improperly identified or directed may not be processed. · Written testimony should be clearly labelled with the testifier's name and the appropriate agenda item. · Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony. · When submitting public testimony via email, include "Public Testimony" in the subject line.
