The Simplifying Permitting for Enhanced Economic Development (SPEED) Task Force was created by Act 133 (SLH 2025) and House Concurrent Resolution No. 157 to identity actions taken, challenges encountered, and legislative measures necessary to facilitate, expedite, and coordinate state and intergovernmental development permit processes.

2. CHAIR'S REPORT

 

The Chair will report to the Task Force on the SPEED Task Force orientation presentations delivered to stakeholder groups statewide, highlighting outreach efforts for permitting reform.

 

 

 

3. BUILDING PERMIT PERMITTED INTERACTION GROUP (PIG) PRESENTATION AND REPORT QUESTIONS & ANSWERS (Q/A)

 

This agenda item provides an opportunity for SPEED Task Force members to ask questions and engage in dialogue regarding the Building Permit PIG presentation and report.  Discussion will be focused on the findings, recommendations for adoption and recommendations for further study contained in the PIG’s presentation and report.  Any comments or concerns submitted to STF@capitol.hawaii.gov will also be discussed at this time.

 

4. CHAPTER 6E/HISTORIC PRESERVATION PIG PRESENTATION AND REPORT Q/A

This agenda item provides an opportunity for SPEED Task Force members to ask questions and engage in dialogue regarding the Chapter 6E/Historic Preservation PIG presentation and report.  Discussion will be focused on the findings, recommendations for adoption and recommendations for further study contained in the PIG’s presentation and report.  Any comments or concerns submitted to STF@capitol.hawaii.gov will also be discussed at this time.

 

5. INDIVIDUAL WASTEWATER SYSTEM APPROVALS PIG PRESENTATION AND REPORT Q/A

 

This agenda item provides an opportunity for SPEED Task Force members to ask questions and engage in dialogue regarding the Individual Wastewater System Approvals PIG presentation and report.  Discussion will be focused on the findings, recommendations for adoption and recommendations for further study contained in the PIG’s presentation and report.  Any comments or concerns submitted to STF@capitol.hawaii.gov will also be discussed at this time.

 

6. VOTING ON RECOMMENDATIONS FOR BUILDING PERMITS, CHAPTER 6E/HISTORIC PRESERVATION, AND INDIVIDUAL WASTEWATER SYSTEM APPROVALS

 

The SPEED Task Force members will vote on proposed recommendations for adoption contained in the PIGs’ presentation and report, followed by voting for member-submitted recommendations.  More information on the recommendation and voting process guidelines is provided in the board packet.

 

Ways to Participate

·         The public may provide oral testimony in person or remotely via Zoom and are encouraged to sign up by 8:00 a.m. January 6, 2026.

·         Those who may not have access to the internet or internet-connected devices may testify remotely utilizing the free public WiFi and computers at each of the State's public libraries and the bookmobile during operating hours.  Please contact your local State public library for details.

·         Members of the public are solely responsible for ensuring their connectivity at the date and time of the public meeting.

·         If attending the meeting in person, please note all visitors must go through a security checkpoint at the State Capitol Building. Photo ID is required for entrance.

2. Written testimony may be submitted by email:  STF@capitol.hawaii.gov

·         The Task Force requests written testimony be received by 4:30 p.m. January 2, 2026 so it may be distributed to the Task Force members prior to the meeting.  Every effort will be made to incorporate all testimony received after this date, but materials received on the day of the meeting or improperly identified or directed may not be processed.

·         Written testimony should be clearly labelled with the testifier's name and the appropriate agenda item.

·         Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

·         When submitting public testimony via email, include "Public Testimony" in the subject line.
