RELATING TO CORRECTIONAL FACILITIES. Requires the Director of Corrections and Rehabilitation to incrementally return committed felons incarcerated in private, out-of-state correctional institutions to in-state correctional facilities. Requires reports to the Legislature. Effective 7/1/3000. (HD2)

RELATING TO COMPASSIONATE RELEASE. Establishes a protocol for compassionate release for certain ill or seriously debilitated incarcerated persons. Establishes a working group within the Department of Corrections and Rehabilitation to develop initial administrative rules to implement the protocol. Effective 7/1/3000. (HD2)

RELATING TO EMERGENCY MEDICAL SERVICES. Replaces the Adjutant General on the Hawaii Emergency Medical Services Advisory Committee with the Administrator of the Hawaii Emergency Management Agency. Effective 7/1/3000. (HD1)

RELATING TO HABITUAL VIOLENT CRIME. Requires the Attorney General, in consultation with Criminal Justice Research Institute, to submit ongoing annual reports to the Legislature. Amends Act 213, SLH 2024, by requiring the Criminal Justice Research Institute to submit a one-time report to the Legislature prior to the Regular Session of 2031 and extending its sunset date to 6/30/2031. (HD1)

RELATING TO EMERGENCY MANAGEMENT. Establishes the Hawaii Community Resilience Hub Program within the Hawaii Emergency Management Agency to support the development of community-based resilience hubs across the State and leverage federal, philanthropic, and private-sector funding for disaster preparedness and climate resilience. Requires annual reports to the Legislature. Appropriates funds. Effective 7/1/2055. (Proposed SD1)
