      Status & Testimony

RELATING TO EMERGENCY PREPAREDNESS COMMUNICATIONS.

Requires the Hawaii Emergency Management Agency to develop and implement a statewide public education and communications program to promote household emergency preparedness consistent with the Agency's fourteen-day essential supplies recommendation.  Requires annual reports to the Legislature.  Appropriates funds.

      Status & Testimony

RELATING TO SEARCH AND RESCUE.

Requires government entities to seek reimbursement for all or a portion of search or rescue expenses for persons who require rescue after leaving a hiking trail to enter an area closed to the public or hiking on a trail closed to the public, and there is a sign giving notice of the closure.

      Status & Testimony

RELATING TO CRIMINAL JUSTICE REFORM.

Establishes factors under which officers may arrest and detain persons without a warrant for petty misdemeanors and violations, and requires officers to document the justification for the arrests.  Amends the circumstances under which officers may issue citations in lieu of arrest.  Requires officers to issue citations in lieu of arrest for certain petty misdemeanors and violations.  Requires the Judiciary to promulgate a standardized citation form and updates the required information for citations.

RELATING TO SENTENCING.

Amends repeat offender sentencing provisions to allow sentencing courts, under certain circumstances, to sentence defendants in class C felony cases to probation with appropriate terms and conditions.

RELATING TO LAW ENFORCEMENT.

Makes permanent the Agricultural Enforcement Pilot Program established pursuant to Act 235, SLH 2025.  Renames the program as the Agricultural Enforcement Program and expands the program statewide.

      Status & Testimony

RELATING TO LAW ENFORCEMENT.

Requires the Department of Law Enforcement to provide $15,000 retention bonuses to all eligible sworn law enforcement officers who meet specified requirements.  Requires the Department of Law Enforcement to verify eligibility.  Appropriates funds for the payment of retention bonuses.

      Status & Testimony

RELATING TO FIREARMS.

Establishes mandatory minimum terms of imprisonment for certain class A felonies involving firearms.  Changes from a class B felony to a class A felony the penalty for owning, possessing, or controlling any firearm or ammunition while being prosecuted for or having been convicted of committing a felony, a crime of violence, a criminal offense relating to firearms, or an illegal sale or distribution of any drug.  Changes from a misdemeanor to a class A felony the penalty for ownership, possession, control, or transfer of ownership of any firearms or ammunition by a person who a court order has restrained from contacting, threatening, or physically abusing any person.  Changes from a misdemeanor to a class A felony the penalty for carrying a firearm while under the influence of a controlled substance.  Establishes possession of methamphetamine while carrying a firearm as a class A felony.

SB 2720

      Status & Testimony

RELATING TO FIREARMS.

Establishes a Hawaiʻi Firearm Injury Restitution Fund funded by licenses firearm manufacturers as a condition of market participation.  Provides no-fault, first-payer coverage for medical and related costs arising from firearm injuries.
