RELATING TO CORRUPTION. Establishes a statute of limitations of nine years for a bribery offense.

RELATING TO CRIMINAL JUSTICE REFORM. Establishes factors under which officers may arrest and detain persons without a warrant for petty misdemeanors and violations, and requires officers to document the justification for the arrests. Amends the circumstances under which officers may issue citations in lieu of arrest. Requires officers to issue citations in lieu of arrest for certain petty misdemeanors and violations. Requires the Judiciary to promulgate a standardized citation form and updates the required information for citations.

RELATING TO SENTENCING. Amends repeat offender sentencing provisions to allow sentencing courts, under certain circumstances, to sentence defendants in class C felony cases to probation with appropriate terms and conditions.

RELATING TO COMPASSIONATE RELEASE. Establishes a protocol for compassionate release for certain ill or seriously debilitated incarcerated persons.

RELATING TO LAW ENFORCEMENT. Makes permanent the Agricultural Enforcement Pilot Program established pursuant to Act 235, SLH 2025. Renames the program as the Agricultural Enforcement Program and expands the program statewide.

· The number of oral testifiers and/or time allotted to each testifier may be limited by the Chair when necessary to adhere to the committee hearing schedule. We may not be able to accommodate everyone who requests to testify orally.
· Testifiers for this hearing will be limited to 2 minutes each.
