RELATING TO STATE SHERIFFS DAY. Establishes April 27 of each year as State Sheriffs Day to commemorate the establishment of the Office of the Marshal of the Kingdom of Hawaiʻi in 1846.

RELATING TO WILDFIRE MITIGATION. Establishes the Wildfire Mitigation Working Group. Requires a report to the Legislature. Requires the Office of Planning and Sustainable Development to provide administrative support to the working group. Makes appropriations.

RELATING TO SEARCH AND RESCUE. Requires government entities to seek reimbursement for all or a portion of search or rescue expenses for persons who require rescue after leaving a hiking trail to enter an area closed to the public or hiking on a trail closed to the public, and there is a sign giving notice of the closure.

RELATING TO RED HILL. Appropriates funds for studies on remediation of substances released from the Red Hill Bulk Fuel Storage Facility; environmental monitoring and testing; research on groundwater modeling and sampling; and independent testing and verification of water data, to be published on a public dashboard. Requires the Department of Land and Natural Resources to seek reimbursement from the United States Department of Defense.

RELATING TO WATER. Allows the Commission on Water Resource Management to retain independent counsel. Repeals the First Deputy to the Chairperson of CWRM. Establishes the Executive Director of the CWRM. Administratively attaches the CWRM to the Department of Land and Natural Resources. Authorizes members of CWRM to be eligible to serve as chairperson. Requires the Chairperson of the Board of Land and Natural Resources and Director of Health to serve as ex officio voting members ineligible to serve as chairperson. Adds one member to the nominating committee for CWRM, to be appointed by the Chief Executive Officer of the Office of Hawaiian Affairs. Authorizes entities to whom an emergency order is directed to challenge the order under certain conditions. Clarifies the notification requirements and contents of declarations of water shortages. Establishes fines. Makes conforming amendments.

· The number of oral testifiers and/or time allotted to each testifier may be limited by the Chair when necessary to adhere to the committee hearing schedule. We may not be able to accommodate everyone who requests to testify orally.
