1.  Custody vs. care continuum?

2.  Diversion and decarceration strategies?

3.  Programming for mental health, substance use, education, and reentry?

 

 

E.  Consideration of staff well-being and workplace culture as essential to successful rehabilitation (based on Oversight Commission findings on staff stress, training needs, and wellness)
