Requires the Director of Corrections and Rehabilitation to incrementally reduce the number of individuals incarcerated in private, out-of-state correctional institutions.  Requires reports to the Legislature.

RELATING TO OFFENDER REENTRY.

Expands programming and training for the comprehensive offender reentry program under the department of corrections and rehabilitation to reduce the rate of recidivism and increase inmate marketability.  Appropriates funds.

RELATING TO PROTECTIVE ORDERS.

Requires notification to the security forces of each branch of the military when a protective order is issued in a case involving a military-affiliated individual.

RELATING TO FEDERAL MILITARY INSTALLATIONS.

Authorizes the Department of Transportation to enter into agreements with the United States Department of Defense for the provision of services at federal military installations, under certain conditions.  Authorizes charging an administrative fee.  Effective 7/1/3000.  (HD1)

Status

RELATING TO EDUCATION.

Authorizes the Department of Education to award a high school diploma to qualified persons who did not receive a high school diploma as a result of compulsory or voluntary induction into the armed services of the United States or whose high school education was interrupted due to wartime practices during World War II, the Korean War, or the Vietnam War.  Effective 7/1/3000.  (HD1)

Status

RELATING TO THE SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM.

By 1/1/2028, requires the Department of Human Services, upon obtaining a federal waiver, to establish a pre-release Supplemental Nutrition Assistance Program (SNAP) application process for inmates nearing release.  Allows all individuals convicted of an offense involving the possession, use, or distribution of a controlled substance to apply for SNAP benefits, regardless of treatment status.  Effective 7/1/3000.  (HD1)
