Status

RELATING TO PAROLE ELIGIBILITY.

Amends section 353-64, HRS, to include participation in correctional programs for parole eligibility:  (1) treatment (substance abuse, mental health, sex offender); (2) work furlough as part of vocational education; and (3) other programs designed to assist the committed person with successful reintegration back into the community; all of which are in the scope of programs determined by Department of Corrections and Rehabilitation's Receiving and Diagnostic (RAD) assessments and recommended for parole eligibility.

Status

RELATING TO OFFENDER REENTRY.

Requires the Department of Corrections and Rehabilitation to provide a certificate of suitability for employment to offenders who have satisfied all sentencing and post-release requirements.  Requires the Department of Corrections and Rehabilitation to work with government and private stakeholders to conduct public education regarding the certificates.  Requires the Department of Corrections and Rehabilitation to work with the Department of Defense to increase offenders' eligibility for security clearance in post-release employment.  Appropriates funds.

Status

RELATING TO PEER SUPPORT COUNSELING.

Includes correctional workers as protected participants in peer support counseling sessions, giving them the same confidentiality protections provided to law enforcement officers and emergency services personnel.

RELATING TO EMERGENCY PREPAREDNESS.

Establishes the Community Resilience Hubs Pilot Program within the University of Hawaii.  Requires a report.  Appropriates funds.

Status

RELATING TO DEMENTIA.

Requires the Hawaii Emergency Management Agency, fire chiefs, Law Enforcement Standards Board, and Department of Health to provide or require the provision of at least one hour of dementia‑specific training for first responders, including law enforcement officers, fire first responders, and emergency medical services personnel.  Requires the Executive Office on Aging to take certain steps when reviewing and recommending dementia-specific training curricula.  Effective 7/1/3000.  (HD1)

Status

RELATING TO EMERGENCY MANAGEMENT.

Clarifies State and local authority during a state or local state of emergency.  Adds definition of "severe weather warning".  Allows the Legislature to terminate a state of emergency and city councils to terminate a local state of emergency.

RELATING TO EMERGENCY RESPONSE.

Protects emergency responders from liability during periods of evacuation.  Provides that individuals who willfully fail to comply with the evacuation assume the risk and waive liability.

Status

RELATING TO THE HAWAII EMERGENCY MANAGEMENT AGENCY.

Authorizes the Hawaii Emergency Management Agency to convert temporary special project positions created for Federal Emergency Management Agency funded disaster recovery operations into permanent positions exempt from civil service, subject to certain limitations.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
