RELATING TO CHILD WELFARE. Establishes an independent Office of the Child Advocate within the Office of the Ombudsman to oversee and evaluate the delivery of services to children and their families by various state agencies and entities, receive and investigate complaints, and make recommendations for improvement. Requires annual reports to the Governor, Legislature, and public. Appropriates funds.

RELATING TO NEPOTISM. Subjects legislative and judicial employees to the same ethical standards prohibiting nepotism that are applicable to other state employees.

RELATING TO VOTING BOARDS. Requires LRB to conduct a feasibility study associated with the implementation of an electronic voting board in both chambers of the legislature and submit a report of its findings and recommendations to the legislature.

RELATING TO LAWMAKER SAFETY. Prohibits the public disclosure of legislators' personal contact information in a voter's affidavit of registration, nomination papers, and electronic database for campaign committees.

RELATING TO DISCLOSURE OF ATTORNEY-CLIENT AND ATTORNEY WORK-PRODUCT PRIVILEGED COMMUNICATIONS TO THE OMBUDSMAN. Specifies that disclosure of communications by an agency to the ombudsman does not waive any existing attorney-client or attorney work-product privilege pertaining to those communications. Prohibits the ombudsman from disclosing privileged communications to others.

RELATING TO A REGULAR SESSION REVIEW WORKING GROUP. Establishes a Regular Session Review Working Group to determine the essential timing and effective framework for a lengthened legislative calendar for election and non-election years. Requires a report to the Legislature. Requires report finalization and drafting assistance from the Legislative Reference Bureau. Appropriates moneys.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
