RELATING TO STATE CONSTRUCTION PROJECTS. Establishes within the Office of the Comptroller a five-year Office of the State Construction Manager Pilot Program headed by a full-time State Construction Manager, to provide guidance and recommendations on the design review of state construction projects administered by the Department of Accounting and General Services and Department of Education. Requires the final plans, drawings, specifications, and other documents to be reviewed by the Disability and Communication Access Board for compliance with state accessibility laws. Requires the Office to assign employees to the Department of Planning and Permitting of the City and County of Honolulu to review and approve permit applications submitted for state construction projects administered by the Department of Accounting and General Services and Department of Education. Establishes the Design Review Special Fund. Establishes positions. Appropriates funds. Effective 7/1/2525. Pilot Program sunsets on 6/30/2031. (SD2)

RELATING TO PUBLIC EMPLOYMENT. Requires the Director of Human Resources Development to abolish vacant positions within state departments and agencies under its jurisdiction that have been vacant for more than 5 years with certain exceptions. Requires a list of positions abolished to be included in the Director's annual report to the Legislature. Requires funds for abolished positions to immediately lapse to the credit of the appropriate fund. Effective 1/1/2077. (SD1)

RELATING TO COLLECTIVE BARGAINING. Amends the collective bargaining negotiation procedure on the repricing of classes within a bargaining unit for public employees. Establishes an impasse procedure to be applied when an employer fails to initiate the negotiation or the parties fail to reach an agreement within 90 days. Repeals existing law that requires a different impasse procedure to apply in those situations. Sunsets 6/30/2029. Effective 1/1/2077. (SD1)

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND INVESTMENT OFFICE STAFF SALARIES. Enables the Board of Trustees of the Hawaii Employer-Union Health Benefits Trust Fund to establish appropriate salaries for the investment officers and investment analysts of the Trust Fund. Effective 1/1/2077. (SD1)

RELATING TO COLLECTIVE BARGAINING. Repeals the prohibition placed on certain employees exempt from Civil Service Law from grieving a suspension or discharge. Allows any employee who is a member of an appropriate bargaining unit to grieve any disciplinary action, unless prohibited by the applicable collective bargaining agreement. Effective 1/1/2077. (SD2)

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND. Allows impasses and disputes relating to the amounts of State and county contributions to the Hawaii Employer-Union Health Benefits Trust Fund to be resolved by arbitration. Repeals the prohibition against strikes by members of bargaining units on the issue of the amounts of State and county contributions to the Trust Fund. Effective 1/1/2077. (SD1)

RELATING TO THE HAWAII OCCUPATIONAL SAFETY AND HEALTH LAW. Repeals the Hoisting Machine Operators Advisory Board and its rules requiring a separate state crane operator certificate. Allows additional time for the Director of Labor and Industrial Relations to complete an investigation of a discharge or discrimination complaint pertaining to employees exercising rights under the Occupational Safety and Health Law without formal extension. Effective 1/1/2077. (SD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
