RELATING TO THE BOARD OF EDUCATION. Requires the exclusive representative for bargaining unit (5) to appoint to the Board of Education a nonvoting public school teacher representative. Authorizes the nonvoting public school teacher representative to participate in all Board of Education meetings and enter into executive sessions, except in certain matters related to collective bargaining negotiations or personnel matters that may pose a conflict of interest. Effective 7/1/3000. (HD1)

RELATING TO TEACHER COMPENSATION. Recognizes prior teaching experience at an equal salary rating for teachers entering or reentering into the service of the Department of Education. Effective 7/1/3000. (HD1)

RELATING TO EDUCATION. Clarifies that public charter school teachers are eligible for incentives under the Teacher National Board Certification Incentive Program. Increases the bonus per year for each public school teacher and public charter school teacher who maintains current national board certification from $5,000 to $10,000. Effective 7/1/3000. (HD1)

RELATING TO EDUCATION. Pursuant to a collective bargaining agreement negotiated for Bargaining Unit (5) and subject to the availability of funds, provides annual salary step increases for public school teachers who have completed one year's satisfactory service and comply with specified requirements. RELATING TO SCHOOL BUS DRIVERS. Requires the Department of Education to establish a School Bus Driver Recruitment Grant Program. Establishes a School Bus Driver Recruitment Special Fund. Establishes a Repayment Signing Bonus Program. Requires a report to the Legislature. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO WORKFORCE DEVELOPMENT. Establishes priority consideration for full-time employment in state departments or agencies for certain participants in state-funded internship and workforce development programs by granting them eligibility for internal recruitment.

RELATING TO INTERNSHIP PROGRAMS. Expands the on-the-job training work experience program for the private sector by authorizing the Department of Labor and Industrial Relations to enter into contracts with trade organizations to provide on-the-job training to participating interns. Removes the requirement that high school, college, or university graduates have graduated within 1 year of applying for the on-the-job training work experience program and state internship and workforce development program. Repeals the requirement that participating sponsors contribute 50 per cent of each intern's fringe benefits. Amends the state internship and workforce development program for the public sector by requiring the coordinating agency work sites to provide work experience that helps interns meet the minimum qualification requirements for employment in the relevant positions, including civil service positions. Transfers certain duties from the Department of Labor and Industrial Relations to the Department of Human Resources Development. Requires the Department of Human Resources Development to apply the internship experience towards the minimum qualification requirements for similar civil service positions. Appropriates moneys.

RELATING TO PETITIONS TO TEMPORARILY RESTRAIN AND ENJOIN HARASSMENT OF AN EMPLOYEE. Authorizes public employers to petition for temporary restraining orders and injunctions against employment-related harassment of certain public employees.

RELATING TO OFFENSES AGAINST PUBLIC SERVANTS. Elevates the offense of harassment to a misdemeanor when committed against certain public servants in connection with their performance of a governmental function.

RELATING TO DISCRIMINATION. Prohibits discrimination based on: (1) The perception that a person possesses certain characteristics; (2) The perception that a person is associated with a person who possesses, or is perceived to possess, certain characteristics; or (3) The intersection or combination of two or more specified characteristics in relation to a person.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
