Status

RELATING TO THE STATE FIRE COUNCIL.

Replaces the Department of Labor and Industrial Relations with the Department of Law Enforcement as the department responsible for budgeting administrative staffing for the State Fire Council.

Status

RELATING TO STATE CONSTRUCTION PROJECTS.

Establishes the Office of the State Construction Manager within the Department of Accounting and General Services, overseen by the State Construction Manager, to organize, manage, and oversee design review of, and issue design approvals for, state construction projects.  Exempts state construction projects from county building permit, inspection, and certificate of occupancy requirements under certain circumstances, as determined by the State Construction Manager.  Establishes the Design Review Special Fund and appropriates funds into and out of the fund.

Status

RELATING TO THE DEPARTMENT OF THE ATTORNEY GENERAL.

Permanently exempts specified positions of the Department of the Attorney General and its administratively attached Hawaii Correctional System Oversight Commission from civil service (chapter 76, HRS) and, for certain positions where the exemption from collective bargaining under chapter 89, HRS, may be unclear, to expressly provide the exemption.  Makes housekeeping amendments to section 28-10.5(b), HRS.

Status

RELATING TO CIVIL SERVICE EXEMPT POSITIONS WITHIN THE DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES.

Permanently exempts certain positions within the Public Works Division, Special Project Branch, and the Comptroller's Office within the Department of Accounting and General Services from state civil service law.

Status

RELATING TO PAID FAMILY LEAVE.

By 1/1/2029, requires the Department of Labor and Industrial Relations to establish a family and medical leave insurance program and begin collecting payroll contributions to finance payment of benefits.  By 1/1/2030, requires the Department to begin receiving claims and paying benefits under the program.  Specifies eligibility requirements and employee protections under the program.

HB 2446

Status

RELATING TO THE WAGE AND HOUR LAW.

Authorizes the Department of Labor and Industrial Relations to establish a Community Wage Theft Enforcement Partnership Program and enter into contracts or memoranda of agreements with community-based organizations to enhance outreach, referral, and recovery of stolen wages.  Appropriates funds.

HB 2116

Status

RELATING TO GRANTS.

Appropriates funds to the Office of Community Services (OCS) of the Department of Labor and Industrial Relations to award grants for fiscal year 2026-2027 to nonprofit organizations that expand or create new opportunities for residents needing to meet new community engagement requirements to qualify for federal programs.  Establishes an evaluation and selection committee to oversee the awarding of grants.  Requires an applicant for a grant to provide certain documentation on activities that qualify for community engagement hours to qualify for the grant.  Appropriates funds for positions in OCS and for the Department of the Attorney General to assist OCS in reviewing contracts and monitoring costs.

Status

RELATING TO THE WORKFORCE PELL GRANT PROGRAM.

Establishes a statewide framework for the implementation of the federal Workforce Pell Grant Program to provide financial aid for certain short-term workforce education and training programs.  Establishes a Workforce Pell Grant Program Approval Committee within the Workforce Development Council.

HB 1874

Status

RELATING TO PLANT-BASED FOOD AND DRINKS.

Requires the Departments of Corrections and Rehabilitation, Accounting and General Services, and Health to establish a Plant-Based-By-Default Program for food and drinks offered at state-operated prisons, state-licensed hospitals, and government-sponsored events.  Requires annual reports to the Hawaii Climate Change Mitigation and Adaptation Commission.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.
