RELATING TO SAFE ENTRYWAYS.

Establishes, for a city with a population greater than three hundred thousand, enforcement procedures to prevent domiciling or storing personal property on public property in a manner that blocks, obstructs, or otherwise impedes ingress or egress to private doorways or entranceways.

RELATING TO FIREWORKS.

Authorizes civil asset forfeiture related to fireworks offenses involving fireworks with a total weight of twenty-five pounds or more.  Amends the definition of "aerial device".  Clarifies that the offense of sending or receiving fireworks or articles pyrotechnic by air delivery applies regardless of whether the offender accompanies the air delivery.

RELATING TO ARTIFICIAL INTELLIGENCE.

Part I:  Prohibits certain harmful uses of and mandates disclosure for realistic digital imitations generated by artificial intelligence (AI).  Establishes certain exemptions.  Provides for civil actions and civil remedies for individuals injured by unauthorized AI-generated realistic digital imitations.  Part II:  Requires the disclosure of the use of synthetic performers in advertising.  Establishes civil fines.  Effective 7/1/3000.  (HD2)

RELATING TO PREDICTION MARKETS.

Includes prediction markets in the definition of "gambling" by specifying that the purchase, sale, or financial speculation of securities or commodities on the outcome or future contingent events related to catastrophe, contests, death, legislation, national security, people, politics, and sports.  Effective 7/1/3000.  (HD1)

RELATING TO CONSUMER PROTECTION.

Prohibits entities from distributing unsolicited mail or electronic mail that employs high pressure tactics or is reasonably likely to cause a consumer to believe that the sender is affiliated with another entity that the sender is not actually affiliated with and the entity is asking the recipient to pay for goods, services, or forms of legal authorization, unless certain disclosures are met.  Makes contracts that fail to meet disclosure requirements voidable at the option of the consumer.  Effective 7/1/3000.  (HD1)

RELATING TO CONDOMINIUM ALTERNATIVE DISPUTE RESOLUTION.

Amends the conditions and procedures of alternative dispute resolution methods for condominium-related disputes, including the use of evaluative mediation or binding arbitration.  Effective 7/1/3000.  (HD1)

RELATING TO CONSUMER PROTECTION.

Beginning 10/1/2026, prohibits the ownership, operation, or management of a digital financial asset transaction kiosk that accepts United States currency from a customer in exchange for a digital financial asset.  Effective 7/1/3000.  (HD1)

RELATING TO SOCIAL MEDIA.

Requires certain social media platforms to provide an accessible mechanism for users to delete their accounts on the platform and permanently erase all personal information and sensitive personal information associated with deleted accounts.  Prohibits certain deceptive practices by a social media platform that obstructs the deletion of user accounts.  Authorizes the Attorney General to pursue civil actions and seek injunctive relief and penalties for violations.  Effective 7/1/3000.  (HD1)

RELATING TO PUBLIC EMPLOYEES.

Requires the Attorney General to establish a confidential process for persons to anonymously file complaints against public employees.  Requires the Attorney General to review and forward the complaints to the department, board, commission, or agency deemed appropriate by the Attorney General.  Requires the departments, boards, commissions, and agencies to process the complaint pursuant to their standard complaint‑processing procedures and report the disposition to the Attorney General.  Requires reports to the Legislature.  Effective 7/1/3000.  (HD1)

RELATING TO COLLECTIVE BARGAINING.

Repeals the prohibition placed on certain employees exempt from Civil Service Law from grieving a suspension or discharge.  Allows any employee who is a member of an appropriate bargaining unit to grieve any disciplinary action, unless the collective bargaining agreement specifically provides otherwise.  Effective 7/1/3000.  (HD1)

RELATING TO PETITIONS TO TEMPORARILY RESTRAIN AND ENJOIN HARASSMENT OF AN EMPLOYEE.

Authorizes public employers to petition for temporary restraining orders and injunctions against employment-related harassment, credible threat of violence, or unlawful violence of certain public employees.  Effective 7/1/3000.  (HD1)

RELATING TO EMPLOYMENT PRACTICES.

Requires certain employers to provide administrative leave of absence for victims of workplace violence or threat of workplace violence.  Expands the type of certification an employee may provide to an employer if the leave exceeds five days per calendar year.  Effective 7/1/3000.  (HD1)

RELATING TO DISCRIMINATION.

Prohibits discrimination based on:  (1) The perception that a person possesses certain characteristics; (2) The perception that a person is associated with a person who possesses, or is perceived to possess, certain characteristics; or (3) The intersection or combination of two or more specified characteristics in relation to a person.  Effective 7/1/3000.  (HD1)

Allows government agencies to satisfy public notice requirements by posting notices on official state or county websites, while retaining publication as an option.  Effective 7/1/3000.  (HD1)

RELATING TO RENEWAL OF DRIVER'S LICENSES.

Requires certain applicants for driver's license renewal to complete an educational course that includes a road safety video developed by the Department of Transportation and a written examination.  Authorizes the Department to develop and implement a system to randomly require applicants for renewal of a driver's license to complete a written examination.  Requires a report to the Legislature.  Effective 7/1/3000.  (HD1)

Status

RELATING TO CRIMINAL JUSTICE REFORM.

Establishes factors under which officers may arrest and detain persons without a warrant for petty misdemeanors and violations, and requires officers to document the justification for the arrests.  Amends the circumstances under which officers may issue citations in lieu of arrest.  Requires officers to issue citations in lieu of arrest for certain petty misdemeanors and violations, unless public safety or flight risks are present or the alleged offense involves operating a vehicle under the influence of an intoxicant or the abuse of family or household members.  Requires the Judiciary to promulgate a standardized citation form and updates the required information for citations.

RELATING TO PRETRIAL REFORM.

Requires release on recognizance for defendants charged with violations, traffic offenses, nonviolent petty misdemeanors, nonviolent misdemeanors, and nonviolent class C felonies, subject to conditions.  Establishes exclusions for specified offenses, threats to public safety, and wilful flight.  Requires findings when bail or detention is imposed, ongoing review of continued detention or conditions, and a prompt hearing if bail cannot be posted.  Requires prosecutors to notify victims of pretrial decisions.

RELATING TO ELECTIONS.

Establishes a process by which any political party continuously listed on the general election ballot for twenty or more years shall be deemed continuously qualified for ballot placement.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
