RELATING TO COMMERCIAL DRIVER'S LICENSES.

Lowers the age of who may drive commercially within the State from nineteen to eighteen.  Repeals the requirement that a person only operates category 3 vehicles to qualify to drive commercially in the State.  Requires the Department of Transportation to amend its rules to lower the minimum age required for a commercial driver's license.  Effective 7/1/3000.  (HD2)

RELATING TO CHILD CUSTODY.

Allows licensed mental health counselors to be appointed as child custody evaluators.  Effective 1/31/2050.  (SD1)

RELATING TO RENEWAL OF DRIVER'S LICENSES.

Requires certain applicants for driver's license renewal to complete an educational course that includes a road safety video developed by the Department of Transportation and a written examination.  Authorizes the Department to develop and implement a system to randomly require applicants for renewal of a driver's license to complete a written examination.  Requires a report to the Legislature.  Effective 7/1/3000.  (HD2)

      Status & Testimony

RELATING TO TRANSPORTATION.

Establishes safe riding behaviors for electric bicycles.  Prohibits the operation of high-speed electric devices in certain locations.  Requires all public schools in the State to prohibit high-speed electric devices on public school campuses.  Prohibits electric bicycles on elementary and middle or intermediate school campuses.  Authorizes public high schools to require county registration and decals for any electric bicycle brought onto its premises and deny entry or require parent retrieval for an unregistered electric bicycle.  Establishes labeling and signage requirements for electric bicycles.  Prohibits the operation of a moped or electric motorcycle in certain locations.  Amends the definition of "bicycle" for purposes of county vehicular taxes.  Defines "electric bicycle" in place of "low-speed electric bicycle".  Authorizes the seizure of non-road-legal, nonconforming electric bicycles and high-speed electric devices.  Defines "electric micro-mobility device" and requires the same regulations as electric foot scooters.  Prohibits a person under the age of sixteen from operating a class 2 or class 3 electric bicycle without direct supervision.  Authorizes a person to ride an electric bicycle on a sidewalk under certain circumstances.  Prohibits a person from operating a bicycle or electric foot scooter under the age of eighteen without a helmet.  Repeals the requirement that moped drivers use bicycle lanes.  Substitutes the term "motor scooter" with the term "motor-driven cycle".  (SD1)

RELATING TO EXPUNGEMENT ORDERS.

Amends the expungement orders law to reflect that a person who is arrested for or charged with a crime but convicted of a violation is eligible for an expungement of their arrest record for that incident.  Effective 7/1/2050.  (SD1)

RELATING TO TRANSPORTATION.

Authorizes the Department of Transportation to designate airport special districts within airports statewide.  Increases penalties for certain aeronautics law violations by reclassifying them from civil violations to petty misdemeanors.  Effective 7/1/3000.  (HD2)
