RELATING TO PARKING FOR DISABLED PERSONS.

Requires the Disability and Communication Access Board to issue a disability travel placard to an applicant who has a valid removeable windshield placard or disabled paid parking exemption permit but does not have a valid special license plate, and provides proof of travel.  Effective 7/1/3000.  (SD1)

RELATING TO CONSUMER PROTECTION.

Prohibits entities from distributing unsolicited mail or electronic mail that employs high pressure tactics or is reasonably likely to cause a consumer to believe that the sender is affiliated with another entity that the sender is not actually affiliated with and the entity is asking the recipient to pay for goods, services, or forms of legal authorization, unless certain disclosures are met.  Makes contracts that fail to meet disclosure requirements voidable at the option of the consumer.  Effective 7/1/3000.  (SD1)

RELATING TO PEDESTRIANS.

Establishes that fines for pedestrian violations under chapter 291C, Hawaii Revised Statutes, shall not exceed $25.  Requires state and county agencies to revise applicable schedules of fines, rules, and procedures to comply with the monetary limit.  Effective 7/1/3000.  (HD2)

RELATING TO HEALTH.

Excludes drug testing products from the definition of drug paraphernalia under the Uniform Controlled Substances Act.  (SD1)

RELATING TO AGRICULTURAL PARK LEASES.

Repeals the requirement for land covered by an agricultural park lease with a remaining term of fifteen years or less to be located in a county having a population of less than five hundred thousand in order for the Department of Agriculture and Biosecurity to extend the lease.  Effective 7/1/2050.  (SD1)
