RELATING TO CRIMINAL PROCEEDINGS.

Allows a party aggrieved by the judgment of a circuit court on a minimum term order to appeal to the Intermediate Appellate Court.  Requires prisoners to continue to be represented by counsel in any petition challenging minimum term proceedings.  Requires the Supreme Court to establish rules.  Establishes grounds for challenging a minimum term order.  Effective 7/1/3000.  (HD1)

RELATING TO PRETRIAL RELEASE.

Requires certain factors to be considered when determining a defendant's financial ability to afford bail.  Effective 7/1/3000.  (HD1)

RELATING TO CHILD WELFARE SERVICES.

Establishes a working group within the Judiciary to improve family court processes, including access to legal representation for youth in the child welfare system.  Appropriates funds for the working group.  Effective 7/1/3000.  (HD2)

RELATING TO ELECTIONS.

Establishes a process by which any political party continuously listed on the general election ballot for eight or more years shall be deemed continuously qualified for ballot placement.  Effective 7/1/3000.  (HD1)

RELATING TO DISCRIMINATION.

Prohibits discrimination based on:  (1) The perception that a person possesses certain characteristics; (2) The perception that a person is associated with a person who possesses, or is perceived to possess, certain characteristics; or (3) The intersection or combination of two or more specified characteristics in relation to a person.  Effective 7/1/3000.  (HD2)

RELATING TO CERTIORARI REVIEW BY THE HAWAII SUPREME COURT.

Establishes a fixed disposition deadline requiring the Supreme Court to decide an application for certiorari within 60 days after the application is filed.  Applies prospectively to cases in which the judgment or dismissal order of the Intermediate Court of Appeals was filed on or after the effective date of this Act.

RELATING TO DOMESTIC ABUSE ORDERS FOR PROTECTION.

Removes the requirement that requests to withhold from public inspection the petition record of a denied temporary restraining order or denied protective order be made orally.

Amends the processes for addressing party candidate and state senator vacancies.

RELATING TO DUE PROCESS FOR ESTABLISHING PERSONAL LIABILITY FOR TAX.

Provides that a determination of personal liability for another person's unpaid general excise taxes is an assessment subject to the due process procedures and appeals available for other assessments.  Effective 7/1/3000.  (HD1)
