RELATING TO VEHICLE TITLES.

Requires the county Director of Finance to issue a temporary, three-year title to an applicant in cases where no prior title exists, the prior owner is unable to provide one, or the Director is otherwise not satisfied as to the ownership of the vehicle.  Requires the applicant to provide a surety bond and certain documentation to the Director.  Allows for a right of action against the surety bond and temporary title.  Requires the temporary title to convert to a full title after three years unless a suit has been instituted against the temporary title.

RELATING TO PUBLIC EMPLOYEES.

Requires the Attorney General to establish a confidential process for persons to anonymously file complaints against public employees.  Requires the Attorney General to review and forward the complaints to the department, board, commission, or agency deemed appropriate by the Attorney General.  Requires the departments, boards, commissions, and agencies to process the complaint pursuant to their standard complaint-processing procedures and report the disposition to the Attorney General.  Authorizes the Attorney General to adopt rules.  Requires the Attorney General to submit annual reports to the Legislature.  Appropriates funds.  Effective 1/1/2077.  (SD1)

      Status & Testimony

RELATING TO EMERGENCY MANAGEMENT.

Clarifies state and local authority during a state or local state of emergency.  Defines "severe weather warning".  Amends the definitions of "disaster" and "emergency" to limit the use of emergency powers except to address sudden events that cause or are likely to cause catastrophic harm or immediate danger.  Allows the Legislature to terminate a state of emergency and city councils to terminate a local state of emergency.  (SD1)

RELATING TO REVOLVING DOOR RESTRICTIONS FOR STATE EMPLOYEES.

Prohibits new state employees from taking official action on matters they worked on before state employment.  Prohibits former permanent employees of the Office of the Governor and Office of the Lieutenant Governor from representing persons or businesses for a period of 12 months after termination from state employment.

Establishes a gradient penalty structure for the offense of hindering prosecution in the first degree, based on the level of offense hindered.

Establishes a class C felony penalty for the unlawful possession, control, or transfer of a firearm or ammunition in violation of a valid judicial protective order or restraining order.

RELATING TO ASSAULT AGAINST LAW ENFORCEMENT OFFICERS.

Establishes appropriate sanctions for the offense of assault against a law enforcement officer in the first degree.

RELATING TO HABITUAL VIOLENT CRIME.

Amends Act 213, SLH 2024, by repealing its sunset date and requiring the Criminal Justice Research Institute to submit a one-time report to the Legislature before the Regular Session of 2031.  Requires the Department of the Attorney General, in consultation with the Criminal Justice Research Institute, to submit ongoing annual reports to the Legislature.  (SD1)

RELATING TO OUTDOOR ADVERTISING.

Increases the penalties for any person who violates the State's laws relating to the display of billboards or any outdoor advertising device.  Effective 1/1/3000.  (SD1)
