RELATING TO HISTORIC PRESERVATION REVIEWS.

Allows the Department of Hawaiian Home Lands to assume historic preservation review of the effect of any proposed project for lands under its jurisdiction except for projects affecting properties listed or nominated for inclusion in the Hawaii register of historic places or the national register of historic places.

      Status & Testimony

RELATING TO ACCESS TO WATER ON HAWAIIAN HOME LANDS.

Requires the Department of Hawaiian Home Lands to work with the appropriate county board or department of water supply to provide access to potable and agricultural water on Hawaiian home lands; provided that any agreement between DHHL and that county board or department of water supply is made available to the public.

      Status & Testimony

RELATING TO HAWAIIAN AFFAIRS.

Establishes a Royal Mausoleum Commission within the Department of Land and Natural Resources to develop and implement policy for the preservation, operation, and outreach of Mauna ʻAla.  Allows the Royal Mausoleum Commission to make rules as necessary, employ staff, and receive private or federal funds.  Requires the Royal Mausoleum Commission to report annually to the Legislature.  Requires the Legislature to appropriate sufficient funds to support the Royal Mausoleum Commission.

RELATING TO LAND TRANSFERS.

Authorizes the transfer of certain lands under the jurisdiction of certain state agencies to the Department of Hawaiian Home Lands.

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Amends the membership of the Hawaii Community Development Authority to include the Chairperson of the Hawaiian Homes Commission or the Chairperson's designee.

      Status & Testimony

RELATING TO HISTORIC PRESERVATION.

Establishes conditions under which archaeological inventory surveys and reconnaissance surveys are required.  Establishes conditions under which archaeological permits may be issued and revoked and the practice of archaeology may be temporarily revoked.  Modifies the composition and operations of island burial councils.  Modifies procedures upon the inadvertent discovery of burial sites.

RELATING TO HISTORIC PRESERVATION.

Amends the definition of "historic property" to require that the property meets the criteria for inclusion in the Hawaii Register of Historic Places or has important value to Native Hawaiians or other ethnic groups of the State due to associations with cultural practices once carried out, or still carried out, at the property or associations with traditional beliefs, events, or oral accounts that are important to history, traditional practices, and cultural identity.

RELATING TO ENVIRONMENTAL PROTECTION.

Prohibits the harvesting of aquatic life for commercial aquarium purposes, regardless of the method of collection.
