Status

RELATING TO THE PROMOTION OF CONTROLLED SUBSTANCES.

Amends the offense of promoting a controlled substance in, on, or near schools, school vehicles, public parks, or public housing projects or complexes to include homeless facilities.

Status

RELATING TO ABUSE OF FAMILY OR HOUSEHOLD MEMBERS.

Maintains the petty misdemeanor offense of abuse of family or household member by repealing the sunset of amendments made to sections 709-906 and 853-4, HRS, by Act 19, SLH 2020.  Repeals provisions authorizing a deferred acceptance of a guilty plea for misdemeanor and petty misdemeanor abuse of family or household members offenses.

Status

RELATING TO AGGRAVATED CIRCUMSTANCES IN CHILD PROTECTIVE PROCEEDINGS.

Expands the authority of the family court in child protective proceedings to find that aggravated circumstances are present at any stage prior to the termination of parental rights, not only at the outset of the case or the return hearing.  Specifies what acts of torture against a child constitute aggravated circumstances.

Status

RELATING TO DOMESTIC VIOLENCE.

Extends for five years certain provisions from Act 19, SLH 2020, and Act 238, SLH 2021, relating to abuse of family or household members, including establishing a petty misdemeanor offense of abuse of family or household members, clarifying penalties for violations, and allowing a deferred acceptance of guilty plea for misdemeanor and petty misdemeanor abuse of family or household members offenses.  Effective 6/29/2026.

HB 1963

Status

RELATING TO IMAGE-BASED SEXUAL ABUSE.

Establishes the nonconsensual disclosure of intimate or private images as a criminal offense.  Amends the criteria for an extended term of imprisonment to include an offender whose act of attempting to commit or committing the nonconsensual disclosure of intimate or private images against a minor or vulnerable adult resulted in the victim's death.

HB 1665

Status

RELATING TO THE PENAL CODE.

Expands the definition of "terroristic threatening" to include electronic communications, including posts made on or messages sent through social media.  Specifies that terroristic threatening against public infrastructure, including schools; a federal, state, or county government agency; an elderly person who has attained the age of sixty-two years; a child who is under the age of eighteen; or a disabled person is a Class B felony.  Requires annual reports to the Legislature.

HB 2233

Status

RELATING TO THE SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM-EDUCATION PROGRAM.

Appropriates funds to the University of Hawaii College of Tropical Agriculture and Human Resilience and the Department of Health to continue their implementation of the Hawaii Supplemental Nutrition Assistance Program–Education Program.

HB 2237

Status

RELATING TO PUBLIC ASSISTANCE.

Allows the Department of Human Services to administer and provide public assistance to eligible residents of the State during a Governor-declared state of emergency.  Allows the Department of Human Services to expend funds from the Hawaii Hurricane Relief Fund.

HB 2132

Status

RELATING TO VOTING.

Authorizes state agencies to implement automatic voter registration if designated by the Office of Elections.  Requires eligible applicants for instruction permits, provisional licenses, driver's licenses, and identification cards to be automatically registered or preregistered to vote unless the applicant opts out.

Status

RELATING TO FAMILY.

Establishes an exemption from mediation in parentage proceedings where there are allegations of domestic abuse.  Clarifies the exemption from mediation in divorce proceedings as it relates to domestic abuse.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
