RELATING TO HEALTH.

Establishes the Maternal Health Monitoring Pilot Program within the Department of Health to offer eligible participants improved maternal health care through remote patient monitoring for maternal hypertension and maternal diabetes.  Appropriates funds for the pilot program.

RELATING TO HEALTH.

Requires the Department of Health to procure a Maternal and Infant Health Information Mobile Application to provide qualified individuals with information on federal and state programs and resources for prenatal, pregnant, and postpartum individuals and their families.  Requires DOH to issue a request for proposals.  Authorizes DOH to procure or otherwise contract for an existing mobile pregnancy application.  Appropriates funds.

RELATING TO VITAL STATISTICS.

Amends the various requirements in the event of a fetal death, including registration of certain fetal deaths, filing and preparation of a certificate of fetal death, and issuance of a permit for removal, burial, or other disposition.

Status

RELATING TO HEALTH CARE.

Expands the definitions of "preceptor" and "volunteer‑based supervised clinical training rotation" to improve accessibility for providers to receive income tax credits for acting as preceptors, including removing "primary care" from the criteria to qualify as a preceptor.  Adds physician assistants and social workers to the list of preceptors and eligible students.  Expands eligibility for the tax credit to include accredited residency programs that require preceptor support.  Adds the Director of Health and representatives of residency programs with eligible students to the Preceptor Credit Assurance Committee.  Applies to taxable years beginning after 12/31/2025.

RELATING TO THE HEALTHCARE EDUCATION LOAN REPAYMENT PROGRAM.

Requires a participant in the Healthcare Education Loan Repayment Program to remain and work in the State for a certain number of years based on the amount of financial assistance received.

RELATING TO ACCESS TO MOVEMENT DISORDER CARE.

Establishes a temporary Parkinson's Patient Air Transport Feasibility Committee to examine recommendations for improving access to movement disorder care for neighbor island residents, including the feasibility of a state-administered air transport assistance fund.  Requires a report to the Legislature.  Appropriates funds.

RELATING TO COMMUNITY BEHAVIORAL HEALTH CLINICS.

Establishes the Community Behavioral Health Clinic Certifying Office to certify community behavioral health clinics and provide technical assistance for clinics seeking certification.  Establishes the Certified Community Behavioral Health Clinics Oversight Board.  Establishes the Certified Community Behavioral Health Clinic Special Fund.  Amends the composition of the Advisory Commission on Drug Abuse and Controlled Substances and State Council on Mental Health to include a member from the Community Behavioral Health Clinic Certifying Office.  Appropriates funds.

RELATING TO HEALTH.

Establishes a framework for the creation of the Hawaii Violent Death Reporting System, to be federally funded, for the purposes of collecting information and data on violent deaths in the State.  Appropriates funds.

RELATING TO LUNG CANCER SCREENING.

Requires the Department of Health to develop by 12/31/2026, standardized educational materials relating to lung cancer screening and language on lung cancer screening information to be included in signage and written notices to be used by retailers of tobacco products.  Beginning 1/1/2027, requires retailers engaged in the retail sale of tobacco products to display signage on lung cancer screening at each point of sale and provide written notice on lung cancer screening to each buyer of a tobacco product.

RELATING TO EMERGENCY MEDICAL SYSTEMS OF CARE.

Modernizes Hawaii's emergency medical services statutes to align with current best practices.

RELATING TO ASSISTED COMMUNITY TREATMENT.

Authorizes registered nurses and qualified paramedics licensed by the State to administer medication as part of an assisted community treatment order's treatment plan to the subject of the order, under certain circumstances.

Status

RELATING TO AIR MEDICAL SERVICES.

Establishes the Statewide Air Medical Services Program within the Department of Health, Emergency Medical Services and Injury Prevention Systems Branch to coordinate and strengthen air medical services.  Provides for an air medical director, an air medical program manager, and an air medical coordinator.  Provides for annual licensure and accreditation fees to be deposited into the Emergency Medical Services Special Fund for costs of the program.

RELATING TO THE EMERGENCY MEDICAL SERVICES SPECIAL FUND.

Amends the Emergency Medical Services Special Fund by authorizing the deposit of revenues from billable emergency medical services.  Amends the composition, allowable uses, and establishes a cap on the special fund.

Status

RELATING TO TELEHEALTH.

Expands telehealth services to residents in the State by providers who perform certain medical treatments out-of-state via telehealth.

Status

RELATING TO HEALTH.

Clarifies that the Department of Health is to presume both the recommendations by the American Academy of Pediatrics and the recommendations by the Advisory Committee on Immunization Practices of the United States Department of Health and Human Services constitute the prevailing medical standard for child health supervision services for purposes of health insurance coverage.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
