RELATING TO COMPASSIONATE ACCESS TO MEDICAL CANNABIS.

Allows terminally ill patients and qualifying patients over sixty-five years of age with chronic diseases to use medical cannabis within specified health care facilities under certain conditions.  Requires enforcement by the Department of Health.  (SD1)

RELATING TO HOMEMADE FOOD PRODUCTS.

Requires the Department of Health to adopt rules to authorize and regulate farm kitchens on the same basis as home kitchens producing homemade food products.  (SD1)

RELATING TO CONTROLLED SUBSTANCES.

Removes items used to plant, propagate, cultivate, grow, harvest, test, analyze, pack, repack, store, contain, conceal, inject, ingest, inhale, or otherwise introduce into the human body controlled substances from the law prohibiting drug paraphernalia under the Uniform Controlled Substances Act.  Restricts the law prohibiting drug paraphernalia under the Uniform Controlled Substances Act to only prohibit items used for the manufacturing, compounding, converting, production, processing, or preparing of controlled substances.  (SD1)

RELATING TO AIR MEDICAL SERVICES.

Establishes the Statewide Air Medical Services Program within the Department of Health, Emergency Medical Services and Injury Prevention Systems Branch to coordinate and strengthen air medical services.  Provides for an air medical director, an air medical program manager, and an air medical coordinator.  Provides for annual licensure and accreditation fees to be deposited into the Emergency Medical Services Special Fund for costs of the program.

RELATING TO ENVIRONMENTAL PROTECTION.

Establishes a PFAS Working Group within the Department of Health to investigate the existence and environmental dangers of per‑ and polyfluoroalkyl substances.  Requires reports to the Legislature.  Effective 7/1/3000.  (HD1)

RELATING TO COMMUNITY CARE FOSTER FAMILY HOMES.

Clarifies that individuals with intellectual and developmental disabilities who meet an intermediate care facility or nursing facility level of care shall not be denied residency in a licensed community care foster family home solely because of their disability or enrollment in a specific medicaid waiver program.  Effective 1/30/2050.  (SD2)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
