MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HUMAN SERVICES. Provides an emergency appropriation to the Department of Human Services to replace general fund appropriations redirected to provide emergency food assistance during the 2025 federal government shutdown. Effective 7/1/3000. (HD1)

RELATING TO AMBULANCES. Appropriates funds to the Department of Health to purchase one advanced life support ambulance and related equipment to be based in central Maui, fund pay-related personnel costs for state-certified emergency medical services personnel, and increase the predictability and stability of available air ambulance services for all islands in the State. Effective 7/1/3000. (HD1)

RELATING TO ADOPTIONS. Adds the requirement that a written consent to adoption be notarized.

RELATING TO THE UNIFORM PROBATE CODE. Provides for the temporary sealing of certain medical records and professional evaluations filed in guardianship and conservatorship proceedings pending a judicial determination on the need for continued sealing.

RELATING TO HOMEMADE FOOD PRODUCTS. Requires the Department of Health to adopt rules for the regulation of farm kitchens producing homemade food products that are no more stringent than those for home kitchens producing homemade food products. Effective 7/1/3000. (HD2)

RELATING TO YOUTH HOMELESSNESS. Requires the Office of Youth Services to establish a five-year Youth Housing Stability Assistance Pilot Program to enter into contracts with nonprofit organizations or execute memoranda of agreement with government agencies to support eligible youth with financial assistance. Appropriates funds. Effective 7/1/3000. (HD2)
